Describe the existing conditions on the site and the general land use in the vicinityof the project at the time of this application:* The proposed project area is located off of Homestead Road, appropmately 2.32 miles north of the Town of Elm City, North Carolina. Work will be conducted within a Town of Elm City owned property. The project totals 146.25 acres primarily consisting of agricultural land, but also includes several forested areas, wetland areas, and streams (see Wetland Delineation Map). Adjoining properties appear to consist of residential, agricultural, and forested land. 4b. Explain the purpose of the proposed project:* The Town of Elm City has been under a sewer moratorium since 1998 which has limited potential economic growth in the Town. The existing wastewater treatment system currently exceeds the permitted flow on a regular basis and needs additional capacity to meet both current demands and potential demands contributed to future growth. The proposed project will provide that additional capacity allowing the Town to adequately meet current needs and allow for future service expansion. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project includes expansion of the permitted capacity of the Town's existing wastewater treatment plant (WWTP) and spray irrigation facility from 133,430 gpd to a maximum annual average flow of 300,000 gpd, and a maximum monthly flow of 350,000 gpd. The project is proposed to be completed in two phases. The first phase includes expanding the spray field area by adding 45.14 wetted acres of land on adjacent parcels to the west of the existing WWTP (See Location Maps). Phase 1 will increase capacity to 207,630 gpd annual average flow. The proposed work on the existing WWTP and spray irrigation facility will include internal improvements of the influent bar screen structure and headworks, construction of an additional chlorine contact basin, new irrigation pump station, replacement of sprinklers in the existing fields 1-3, and upgrades to the Parker Street Lift Station to replace internal pumps, piping, valves and controls, and to rehabilitate the existing wet well. These improvements are not anticipated to result in impacts to jurisdictional areas. The construction of approx. 4,500 LF of new 12" SDR21 PVC irrigation force main is proposed which will carry effluent from the existing Elm City WWTP to the new45.14-acre spray fields located in an upland agricultural field located to the west (See Plan Sheets). The proposed irrigation force main will be installed via open cut trench primarily within existing road bed. Due to site and access limitations, the force main will pass through Wetland 1 within a relic road bed that has been out of use for quite some time. The relic road bed has become submerged within Wetland 1 and is covered with shrub and tree vegetation (See Photo 2 - PJD Package and Plan Sheet C-203). An approx 361 LF and16-foot wide gravel road is proposed to be built within Wetland 1 above the force main to provide access to the new spray fields. This road is needed for maintenance and emergency access. Total road bed width is planned to be 32' including 1.5 to 1 side slopes with rip rap protection (See Plan Sheet C-201). Total maintained road width is anticipated to be 30'. Stream and wetland flowwill be maintained through the proposed road fill via five 36" Class IV RCP culverts. Three culverts will be installed to provide wetland flow, and one culvert will be installed within the UT to UT Town Creek channel. All five culverts will be embedded 7" below existing grade to maintain flowduring dry conditions and allowfor the passage of aquatic organisms (See Plan and Profile Sheet C-203). Force main and road construction will result in 0.23-acres of permanent impacts to Wetland 1, and 32LF of permanent impacts to UT to UT Town Creek (Stream 1). Equipment access will result in 0.17-acres of temporary impacts to Wetland 1 and 201-F of temporary impacts to Stream 1. See Impacts Map. All temporary wetland impacts will be stabilized with fully biodegradable matting and a native seed mixfollowing construction. Temporarily disturbed stream banks to be returned to original conditions and stabilized using fully biodegradable matting and native NC riparian seed mix Flow diversion and/or a pump around will be utilized so the proposed work can be conducted in the dry (See Plan Sheets C- 501, C-505, C-506). Tar Pamlico River Buffer impacts will total 1,911 SF (0.04-acres) within Zone 1 and 1,282SF (0.03-acres) within zone 2. The stream crossing was designed perpendicular to the stream channel, the construction corridor is limited to 32-feet wide, and the permanent maintained corridor is limited to 30-feet wide. According to 15A NCAC 02B .0734, Table of Uses, these impacts are Deemed Allowable. Typical equipment to be used may include track hoes, back hoes, skid steers, dump trucks, excavators and dozers. 4j. The existing wastewater treatment system currently exceeds the permitted flow on a regular basis and needs additional capacity to meet both current demands and potential demands contributed to future growth. The proposed project will provide that additional capacity allowing the Town to adequately meet current needs and allow for future service expansion. No cumulative effects are anticipated for groundwater resources as a result of the proposed project. Reduction of the public water supply is not anticipated from future domestic consumption and commercial usage. Cumulative impacts to surface waters within the watershed may include sedimentation and run off from land clearing activities and stream and wetland crossings associated with new development, however, these impacts should be mitigated by utilizing best management practices and limiting ground disturbance to the minimum practical. All future impacts to surface waters and stormwater for construction of potential projects should be permitted through proper State and Federal Agencies. Any increased stream sedimentation and soil erosion from increased land clearing for future development should also be regulated through State and Federal permitting processes. Changes in hydrological regimes of streams and rivers within the watershed is not anticipated. The Ut to Ut Town Creek within the proposed project area is not classified by the North Carolina Department of Environmental Quality (NCDEQ). The receiving Town Creek is classified as C;NSW. Class C waters are protected for uses such as secondary recreation, fishing, wildlife, fish consumption, aquatic life including propagation, survival and maintenance of biological integrity, and agriculture. Secondary recreation includes wading, boating, and other uses involving human body contact with water where such activities take place in an infrequent, unorganized, or incidental manner. Nutrient Sensitive Waters (NSW) is a supplemental classification intended for waters needing additional nutrient management due to being subject to excessive growth of microscopic or macroscopic vegetation. In addition, the proposed project watershed is within the Tar -Pamlico River Basin which carries the Nutrient Sensitive Waters Management Strategy: Protection and Maintenance of Existing Riparian Buffers. The purpose of this Rule is to maintain and protect existing riparian buffers in the Tar -Pamlico River Basin to maintain their nutrient removal functions.
