Authorizing development in Dare County at Oregon Inlet, at Bonner Bridge
, as requested in the permittee's application letter dated 3/9/11. including the
attached workplan drawings (8): 3 dated as received 3/10/11, 2 dated 1/26/11, 2 dated 2/l/1 1,and 1 dated 12/20/10.
This permit, issued on 3/14/11 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this minor modification authorizes the one-time installation of the
following: two precast concrete current dissipater units, one each on the east and west side of the
bridge for approximately 676 feet from bent #156 to bent #166, and the temporary extension by
approximately 60 feet of the existing paved roadway that leads to the old emergency ferry landing on
the south side of Oregon Inlet for barge access, all as depicted on the attached workplan drawings.
2) Prior to the initiation of construction, the permittee shall contact the U.S. Coast Guard (USCG) to
determine if there are any USCG requirements for marking or mapping the location of the current
dissipator units. The permittee shall adhere to any such USCG requirements.
3) No attempt will be made by the permittee to prevent the free and full use by the public of all
navigable waters at or adjacent to the authorized work.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
No expiration date, pursuant to GS 136-44.7B
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

4) No development activities shall take place at any time in any open water areas outside of the alignment
of the authorized work.
5) Placement of the current dissipater units shall adhere to the alignment and dimensions as described in
the attached application letter, including the attached workplan drawings.
6) Live concrete shall not be allowed to contact the water in or entering into Oregon Inlet.
7) Upon completion of the new Bonner Bridge replacement structure, and prior to the subsequent removal
of the existing Bonner Bridge structure, the permittee shall initiate coordination with the N.C. Division
of Coastal Management (DCM) and other appropriate resource agencies to determine if the current
dissipater units shall be removed.
8) The material used to fill the sandbags associated with the temporary roadway extension shall be
obtained from an approved upland source and shall be clean and free of any pollutants except in trace
quantities.
9) The materials used to construct the temporary roadway extension shall be of sufficient strength and
design to prevent its movement from the approved alignment by current or wave action.
10) The temporary roadway extension, including sandbags rubber mat and wooden palate, shall be
removed in its entirety within 90 days. after it is no longer needed and disposed of at an approved high
ground location. Any desire to leave, the temporary roadway extension in place shall require additional
coordination with DCM.
11) The permittee shall provide DCM with an as-built survey of the approved current dissipater units within
60 days of project completion, including final dimensions and GPS coordinates of their location.
12) The permittee and/or his contractor shall contact the DCM Transportation Field Representative to
request a preconstruction conference prior to project initiation.
13) This minor modification does not eliminate the need to obtain any additional permits, approvals or
authorizations that may be required. Stich permits may include, but are not limited to, permits from the
N.C. Division of Water Quality, the U.S. Army Corps of Engineers and the U.S. Fish and Wildlife
Service. Any such permits shall be obtained prior to the initiation of construction.
14) This minor modification shall be attached to the original of Permit No. 128-04, which was issued on
8/26/04, as well`as the minor modification issued on 1/26/05, the letter of refinement issued on 2/14/05,
and the renewal issued on 2/13/08, and copies of all documents shall be readily available on site when a
Division representative inspects the project for compliance.
15) All conditions and stipulations of the active permit remain in force under this minor modification unless
altered herein.
