The facilities appear to be in good condition and the plant was running well. We reviewed the NPDES permit and did a plant walk around. _ There are several sites around the plant where water of different types is being discharged (ie. - the water filter backwash, and condensate from the roof on the south side of the plant). These discharges should be investigated, analyzed (if needed) and directed to a permitted discharge. - As a reminder your permit requires that you contact the Division if there are any upsets and/or noncompliance within 24 hours of the event. The facilities appeared to be compliant with permit NC0076180. Present during the inspection were you and Keith Morgan with Jeld-Wen and Ken Deaver with Kace Enviromental, Inc. Jeld-Wen requested their WWTP be temporarily closed down since the Marion operations have ceased. We discussed the WWTP closure, the skeleton staff remaining onsite and how they should monitor the closed down WWTP. We also discussed the pump and haul permit (WQ0036832) requested by Jeld -Wen and the necessary operation and maintenance requirements associated with the pump station. Effluent was relatively clear with the presence of pin floc. As mentioned during the inspection, access to the plant via the current ladder is difficult. Carrying equipment and sampling bottles is treacherous while trying to climb a ladder. Construction of a staircase would be safer and more convenient. They are hopeful in a couple of years demand will return, but in the meantime have closed operations at the Marion facility. In turn they have also closed their wastewater treatment plant (WWTP). There will be ~three people remaining at the facility for maintenance and security operations. A pump and haul has been issued for this wastewater. Please refer to permit WQ0036832. WWTP Temporary Closure: The cleaning and shut down of the WWTP appeared to be sufficient to protect the environment from impacts. The WWTP was pumped and cleaned. Two plugs at the bottom of the WWTP have been removed to allow rain water to be released. (Note: this WWTP is an above ground metal package plant.) There were some remaining solids/grit (wood/resin?) caked to a small area at the bottom of the WWTP that will have to be monitored to make sure they don't migrate. Monitoring should take place monthly and following significant rainfall events. Without Jeld-Wen in operation there should be no discharge from discharge #2 or #3 either. (See the following question area for more information.) Pump and Haul (Pump Station): The pump station wet well will act as a holding basin for a pump and haul permit during the facility closure. The high water alarm will remain active. Prior to this WWTP being reactivated there are maintenance activities that need to take place; specifically the plant should be sand blasted and repainted. Log/Record keeping: Onsite staff should record their observations of the WWTP, as well as the required record keeping for the pump and haul permit. There are some caked solids remaining at the bottom of the basin which will have to manually be removed prior to reactivating the plant. Jeld-Wen personnel onsite are required to monitor the discharge plug area to make sure solids are not migrating out of the wastewater plant or clogging the outlet hole. The secondary clarifier did not appear to have any solids remaining, but the discharge plug area still shall be monitored periodically. They are hopeful in a couple of years demand will return, but in the meantime have closed operations at the Marion facility. In turn they have also closed their wastewater treatment plant (WWTP). There will be ~three people remaining at the facility for maintenance and security operations. A pump and haul has been issued for this wastewater. Please refer to permit WQ0036832. WWTP Temporary Closure: The cleaning and shut down of the WWTP appeared to be sufficient to protect the environment from impacts. The WWTP was pumped and cleaned. Two plugs at the bottom of the WWTP have been removed to allow rain water to be released. (Note: this WWTP is an above ground metal package plant.) There were some remaining solids/grit (wood/resin?) caked to a small area at the bottom of the WWTP that will have to be monitored to make sure they don't migrate. Monitoring should take place monthly and following significant rainfall events. Without Jeld-Wen in operation there should be no discharge from discharge #2 or #3 either. (See the following question area for more information.) Pump and Haul (Pump Station): The pump station wet well will act as a holding basin for a pump and haul permit during the facility closure. The high water alarm will remain active. Prior to this WWTP being reactivated there are maintenance activities that need to take place; specifically the plant should be sand blasted and repainted. Log/Record keeping: Onsite staff should record their observations of the WWTP, as well as the required record keeping for the pump and haul permit. If the flow volume estimated above is exceeded by any amount on any day; or b. Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater storage, such as failures of tanks, piping, pumps, aerators, compressors etc.; or c. Any failure of a pumping station, sewer line, etc., resulting in a spill or by-pass directly to receiving waters without treatment of all or any portion of the influent to such station or facility; or d. Any SSO and/or spill over 1,000 gallons; or e.
