PROJECT SUMMARY: The applicant is proposing to construct a 60-lot residential subdivision with associated infrastructure, two community observation piers, pedestrian bridge, and swimming pool. The project would be located in unincorporated Swansboro(Hubert), Onslow County located on Parrot Swamp. 9. NARRATIVE DESCRIPTION: The Garland Shores project is located on the western side of Queens Creek within the unincorporated portion of Swansboro(Hubert). The project would be located on Parrot Swamp. The project site is found by traveling on Hwy. 24. Turn south onto Queens Creek Road and travel approximately 3.0 miles and turn left onto Henson Road. Henson Road becomes Wilburne Drive, and after 0.25 miles, turn left onto Morse Drive. The subject project would take place on one 38.2-acre parcel with an average elevation of approximately +30' NHW. The center section of the parcel is void of trees or shrubs expect for the boundaries of the property which does exhibit some trees. The tract was previously used for agriculture. Both neighboring parcels are also presently undeveloped. The project would be located on Parrot Swamp, which is a tributary of Queens Creek. The project parcel has approximately 1,500' of shoreline on Parrot Swamp. The shoreline exhibits coastal wetlands with Spartina alterniflora and large expanses of Juncus roemerianus. The parcel also exhibits areas of Section 404 Wetlands. The water depths in Parrot Swamp are relatively shallow with most areas at -1.0' NLW. The open water feature of Parrot Swamp is sinuous in nature and exhibits deeper water in a narrow band near the center of the creek. The deeper areas are around -2.5' NLW. The bottom substrate consists of fine sand and silt. No SAVs or shellfish beds were observed during onsite field visits in the vicinity of any proposed structure. The Division of Water Quality classifies this area of Parrot Swamp as SA-HQW waters. This area is classified as a Primary Nursery Area by the Division of Marine Fisheries. The Onslow County LUP Classification for this project is Vacant/Rural Agriculture. This portion of the Parrot Swamp is closed to harvesting of shellfish. 10. PROJECT DESCRIPTION: The applicant is proposing to construct a 60-lot residential subdivision with associated infrastructure along with two observation piers extending into Parrot Swamp. The upland development and disturbance has been reviewed and authorized by the Division of Land Resources with Sedimentation and Erosion Control Permit ID: ONSLO-2009-084, and the Division of Water Quality Stormwater Permit No. SW8-099512. High ground disturbance is proposed at 21.5 acres and is proposed as a low density residential development consisting of a built-upon area of 12% and proposed impervious within the 75' Estuarine Shoreline AEC at 0%. A portion of the swimming pool is proposed within the AEC and would have no concrete curtain. A pedestrian walking bridge is also proposed crossing an area of joint-coastal/Section 404 Wetlands. The walkway is proposed at 120' in length by 5' in width and elevated at a height of 3' above the wetland substrate. The aforementioned area of wetlands is approximately 95' in width. Two observation platforms are proposed to extend into Parrot Swamp. The first structure is a proposed 135' x 4' access with a 40' x 6.5' platform. Approximately 100' of the access would be located over wetlands causing approximately 400 ft2 of shading impacts. The platform would be located in an area with average water depths of -0.5' NLW. This would cause 260 ft' of shallow bottom shading impacts as well as incorporating 260 ft2 of open water and public trust area. The waterbody at this location is 26' in width. No slips are proposed at this location and would be used for observation use only. `-1 The second structure would utilize a 160' x 5' access walkway leading to a 40' x 16' platform with an attached 10' x 16' floating platform for paddle launch. The floating section would be located in a minimum of -1' NLW with the waterward side being located in -2' NLW. The access would traverse approximately 85' of wetlands before reaching the water's edge causing 425 ft' of wetland shading impact. The platform would cause 800 ft2 of shallow bottom shading impacts and well as the incorporation of 950 ft2 of public trust area and estuarine waters. No slips are proposed at this location. 11. ANTICIPATED IMPACTS: The proposed observation platforms would result in 1,210 ft2 of open water being incorporated and 1,060 ft2 of shallow bottom shading impacts. The proposed piers also cross approximately 100' and 85' of marsh, causing approximately 825 ft2 of wetland shading impacts. The pedestrian walking bridge would cross approximately 95' of vegetated causing 975 ft2 of shading impacts. The proposed facility utilizes 880 ft2 of platform area. There would also be a loss of public use in the public trust and estuarine waters in the area incorporated by the structure. An increase in turbidity will occur while setting pilings. The terminus of the observation piers appear to not encroach into the deep water of Parrot Swamp. The waters surrounding the structures are closed to shellfish harvesting. No coastal marsh or Section 404 Wetlands would be filled or excavated during this project. On the highground, 21.5 acres would be disturbed. Being the property owner has already gone through the Sedimentation and Erosion Control permitting process, then if the applicant follows the conditions of this permit, runoff and siltation issues should be alleviated. The Developer as part of his development activities is going tb install two community observation platforms and a paddle launch area at the waters edge. There will be no dredging activates associated with this construction. The two observation platforms will be the only two water dependant structures that will be proposed on this project site. The site currently has an Erosion and Sedimentation Control Permit (Project ID: ONSLO-2009-084) for the disturbance of 21.5 acres. The project also has a Low Density State Stormwater Permit (Permit No. SW8-099512), Water Main Extension Permit (DEH Serial No. 09-0318), and a NCDOT Driveway Permit (Permit No. 0-1793). Stormwater from this site drains to Class SA waters. The site is to be developed under the low density stormwater option with a built upon area less than 12%. The site will also not have any point discharges. The site as proposed has avoided all wetland and will not cause any impacts. The majority site is currently an open agricultural field. The site is gently rolling with steeper slopes near the wetlands drains and creek edge. The townhouses will be sold to individual owners.
