Dear Mr.Mann:
On March 22,2011,the Division of Water Quality(DWQ)received your application dated March 18,
2011, with Public Notice issued by the USACE on April 8,2011,and received by the DWQ on April 11,
2011,and all additional information received on March 25,2011, May 9,2011,and May 31, 2011,to
impact 2.412 acres of 404/Wetland and 622 linear feet of stream(522 linear feet permanent impact and 70
linear feet temporary impact,and 23,605 square feet of Zone 1 Jordan Lake protected riparian buffers and
14,637 square feet of Zone 2 Jordan Lake basin protected riparian buffers to construct the proposed
Carolina North,university expansion development at the site. The DWQ has determined that your
application was incomplete and/or provided inaccurate information as discussed below. The DWQ will
require additional information in order to process your application to impact protected wetlands and/or
streams on the subject property. Therefore, unless we receive five copies of the additional information
requested below,we will place this project on hold as incomplete until we receive this additional
information. If we do not receive the requested information,your project will be formally returned as
incomplete. Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. This project is subject to Stormwater Management Plan (SMP)Requirements for Applicants
Other Than the North Carolina Department of Transportation(see
http://portal.ncdenr.org/web/wq/swp/ws/401/certsandpermits/swmanagement). For each
proposed BMP,please provide a completed BMP Supplement Form with all required items(see
http://portal.nedenr.org/web/wq/w-s/suibmp-manual).
2. Is this project being reviewed by the North Carolina State Clearinghouse under SEPA? If so, has
a FONSI or FOSI been generated? Please provide this documentation or a timeline as to when it
may be submitted if applicable.
3. Per the requirements of the Jordan Lake Riparian Buffer Rule,all stormwater drainage from this
site must be discharged through a correctly designed level spreader or treated by a stormwater
Wetlands,Buffers,Stormwater,Compliance and Permitting Unit(WeBSCaPe) One

BMP that removes a minimum of 30 percent of total nitrogen and total phosphorus prior to
discharge through the riparian buffer. Level spreader design requirements are set forth in Chapter
8 of the North Carolina Stormwater BMP Manual,available at:

Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter,your project will be returned and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized(at
