Sullins Dee Freeman Governor Director * Secretary June 7, 2011 DWQ #: EXP 06-1292v2 Cumberland County Brolanco Corporation Attn: Mr. Dohn Broadwell, Sr. 903 Hay St. Fayetteville, NC 28305 Project Name: Fairfield Farms Subdivision (Sections 4, 5, & 6) REQUEST FOR MORE INFORMATION Dear Mr. Broadwell: On June 3, 2011, the Express Review Program of the Division of Water Quality (DWQ) received your application dated June 3, 2011 from Mr. Bob Zarzecki, of Soil & Environmental Consultants, PA, along with supporting information for the proposed residential subdivision project in Cumberland County. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent return of your application as required by 15A NCAC 2H.0506: Additional Information Requested 1) Wetland Impacts: Lots 64 and 109 show portions of the proposed houses being constructed on steep fill slopes. It appears that the lots are not realistically developable without additional lot fill or retaining wails. Please revise the fill on these lots and update the PCN wetland impacts if additional wetland impacts are necessary. 2) Please provide documentation that you have permission to place rip rap from the outlet of the wet pond on the Tonya Strickland property. 3) Please provide velocity calculations for the 10-storm discharge from both wet ponds, and the sizing information for the energy dissipater pads. In particular, please ensure that the discharge velocity from pond 2 to the adjacent wetland is less than 2fps. 4) Please show the permanent pool, top and bottom elevations of the vegetated shelf in the plan, views for both wet detention basins (and probably hatch the shelf differently). Moreover, please correct the discrepancy in the permanent pool elevation for wet pond 1 (126.5 vs. 127) so that both the report and the grading plan match. 5) The width at the top of the forebay berm measures as 4 ft in the plan view and not the 5 ft indicated in the cross section. Please revise the grading to ensure a minimum of 5 ft. Please provide two (2) collated copies of the requested information. Thank you for your attention to this matter.
