PROJECT SUMMARY: The applicant proposes to construct 3,376 ft of new bulkhead, to construct (40) 6 ft. by 12 ft. docks with 40 boat slips, construct a 8 ft. by 498 ft. community dock extension and add 21 boat slips, to extend the existing boat ramp by 10 ft. in width and 16 ft. in length and construct a 4 ft. by 20 ft. finger pier adjacent to the boat ramp within an existing manmade canal system. Proiect Setting The location of the proposed development site is within an existing 26 acre residential subdivision, just north of the US Coast Guard Air Station, off NC 344S Weeksville Hwy, Elizabeth City, Pasquotank County and on a manmade canal that leads to the Pasquotank. River. The development site is Pelican Pointe Village which is located within the larger Pelican Pointe Subdivision. The property has an elevation of approximately 7 ft. above normal water level (NWL) and the soils within the area mainly consist of a very fine sandy clay loam. The entire subdivision currently is developed with 98 residential homes, 30 of which are within the village. The existing structures on the site consist of paved roads, underground utilities, two wooden community docks, a concrete boat ramp and 506 ft. of existing damaged bulkhead. The adjacent properties are developed with residential homes and have unprotected shorelines. The vegetation on the tract mainly consists of maintained Bermuda- type grasses. Existing permits that were issued to the original developer whom is no longer involved with this project include CAMA major #160-03, SWMP SW 7021029 and SW 70212030, SESCP DLR #Pasqu- 2003-004, 401 Cert # 031217, USACE GP # 197800056. There are no known archeological sites or geologic formations associated with the property. The waters of the Pasquotank River are classified as SC by the Division of Environmental Management and are closed to shellfish harvesting. Water depths within the canal range from -4 ft. to - 7 ft. in the center of the canal. Development Proposal The applicant proposes to construct 3,376 ft. of new wooden bulkhead. Of this 3,376 ft. of bulkhead, 506 ft. would be constructed to replace existing damaged bulkhead and 2,870 ft. of bulkhead would be constructed to stabilize unprotected shoreline. The bulkhead alignment is proposed to approximate NWL. The of erosion per year.The adjacent shorelines shoreline are experiencing approximately 1 ft. to the east and west of the proposed bulkhead are not currently stabilized. The applicant also proposed to construct (40) 6 ft. by 12 ft. docks to accommodate one boat slip each adjacent to the proposed bulkhead. Thirty docks would be fo?trans transient The clanalr property owners to purchase and three of the width ranges from 36.3 ft. near the existing boat ramp to 119.6 ft. as it leads to the Pasquotank River. The proposed docks are more than 78 ft from the nearest adjacent riparian property line. The development proposal also includes connecting two existing community piers into a single, longer community pier and adding additional slips to the community pier. The existing piers are 8 ft. by 112 ft. each with 8 existing slips. The expansion would add an additional 498 ft. in length (making the total structure 8 ft. by 722 ft.), and would add an additional 13 slips (making the total number of slips 21). Pelican Pointe Association Field Investigation Report Page 3 The applicant also proposes to modify and upgrade the existing boat ramp area. The modification would include adding an additional 16 ft. in length to the boat ramp and 10 ft. in width. The existing boat ramp is 10 ft. by 30 ft. The additional length of the ramp is needed due to water depths which are approximately 4 ft. in the boat ramp area. The proposed upgrades to the ramp area also include a 4 ft. by 20 ft. finger pier along side the boat ramp to assist users in launching their boats. Anticipated Impacts The proposed bulkhead alignment will result in no filling of Public Trust Area (PTA) Areas of Environmental Concern (AEC) however, approximately 50,640 sq. ft. of land disturbance will occur in the Public Trust Shoreline (PTS) AEC. The proposed docks, finger pier, and pier expansion will shade approximately 68,720 sq. ft. of PTA AEC. The boat ramp modifications will fill approximately 320 sq. ft of PTA AEC and approximately 300 sq. ft. of PTS AEC. Temporary water turbidity will occur during construction. Pelican Pointe Village Revised May 9, 2011 Existing Conditions RECEIVED MAY 7 6 2oji COASTAL MANAGEMENT ELIZABETH CITY Pelican Pointe Village is part of an existing Planned Unit Development (PUD) residential community with 98 residential homesites situated on an approximately 26.08 acre property in Elizabeth City, Pasquotank County, North Carolina. The subject property contains approximately 24.13 acres of highground/uplands and 1.95 acres of man-made canals. Prior to creation of the PUD, the subject property existed as agricultural farm fields. The canal system extends around three sides of the subject property and leads to the open water of the Pasquotank River. The vicinity map on CAMA Major Map Sheet 1 as well as the 1"=300' scale map on Sheet 2 shows this navigable connection and the canal system. Existing infrastructure on the site includes finished roads, underground utilities, 30 houses, two existing wood docks, a concrete boat ramp, 506 linear ft of existing timber bulkhead which needs replacement and a stormwater management system. Existing State Permits that were issued to the original developer whom is no longer involved with this project include: • CAMA Major 160-03 (11/4/03, modified on 7/10/07) • SWMP SW7021029 and SW 70212030 (9/25/03) • SESCP DLR No. PASQU-2003-004 (9/17/02) • 401 Cert no. 031217 (10/9/03), USACE GP no 197800056 (10/6/03) Water depths in the canal were measured and plotted by Quible in January 2011 and are depicted on the CAMA Major Site Plans. On January 21, 2011 Brian Rubino of Quible met with Ms. Kelly Russell, DCM field representative, for a pre-application meeting. During this meeting, the existing site conditions were reviewed and discussed. Following the meeting, the current location of the NWL was surveyed in and depicted on the CAMA plans. Proposed Work Proposed work to be permitted under a CAMA Major includes: • 3,376 ft of bulkhead • (37) 6'x 12' private docks • (3) 6'x 12' transient slips • expansion of the two existing community piers into a single, longer community pier/dock (total expansion 498') making the total combined length 722'(21 new community slips) • extension of the existing boat ramp approximately 16' further into water and 10' wider • (1) 4'x20' boat ramp staging pier • Tree and scrub vegetation cutting of canal overhangs and landscape-related vegetative removal and replanting The private slips will available to the first 37 property owners of Pelican Pointe Village that would like to purchase an easment from Pelican Pointe Association, Inc. for their own private pier and boat slip. The community pier will be predominantely used for interior lot owners for personal recreational boat mooring, but waterfront owners will also be able to utilize the community pier. This will be managed by the HOA and may include dues or fees from those who utilize the pier, which will go toward maintenance and upkeep. Most people in this area are interested in pontoon boats, but -there will also be small center console outboard boats and skiffs. The existing man made canals will be utilized for the purpose of providing water access and use by owners of Pelican Pointe. Canal footprint dimensions (length and width) will not be altered in association with this project. For shoreline stabilization purposes, a new bulkhead is proposed along the entire project side of the canals as shown on the plan. All docks and piers proposed will be timber pile supported. Piles will either be driven or jetted in place.
