The site consists of a residential property. The general land use in the vicinity of the project is scattered residential and
undeveloped land.

3d. Explain the purpose of the proposed project:
The purpose of the project is to provide a buildable area for construction of an addition to the existing home on the
property. Due to the steep grade of the property behind the existing home, Chatham County would not issue a building
permit for construction of an addition to the house. By filling the stream and area behind the house, the land is now level
and the construction of the addition can be completed. Also, fill dirt needed to fill the stream and reduce the grade of the
slope was provided from an offsite project for free. Due to the cost of the amount of fill needed for the project, receiving
the offsite fill for free was the only feasible option for creating a level area needed for the construction permits to be
issued for the addition to the house.

The project consists of filling 287 linear feet of stream to reduce the steep grade of the property and allow for construction
of an addition to the existing home. Typical commercial construction equipment (backhoe, bulldozer, dump trucks) were
used to construct the project.

The fill was placed in the lower quality portion of the stream adjacent to Joe's drive. The section of the stream had been
impacted from sediment from Joes Drive that had washed into the stream over the years.
