Thanks Vince. I've reviewed the ICE . The results of the ICE suggest the potential for indirect
and cumulative effects on water quality. Therefore, a quantitative analysis will be necessary
for all alternatives, except Alternative 1 (Upgrade Existing Alternative). Thanks.

In DWQs comments on the draft EIS, we requested that NCDOT provide a screening of the Indirect and
Cumulative Effects for each of the five alternatives prior to choosing the Least Environmentally Damaging and
Practical Alternatives (LEDPA). I'll need this information before I can sign a concurrence form for CP3. See
