(SEGi), on behalf of Bailey & Associates, Inc. (herein after referred to as the "Applicant"), is submitting the attached Pre-Construction Notification (PCN) and accompanying documentation, with hopes the Department of the Army will issue approval to utilize Nationwide Permit 12, for the proposed temporary impact of 34.7 linear feet of low quality stream and 0.03 acre of riparian wetlands. The impact to the unnamed tributary and abutting wetlands is necessary to facilitate the extension of a water line and will be limited to 15' wide. The water line is intended to service the proposed development of the Applicant's tract of land, located across the street from the impact area, which is at the intersection of Highway 17 and State Road 1406 (Piney Green Road), in Jacksonville, Onslow County, North Carolina. At this time, the NC Department of Transportation (DOT) is in the process of purchasing the parcel, on which the proposed impacts are to take place. Work will not begin, on the impact parcel, until the transfer of ownership has taken place. The Applicant is in the process of obtaining the necessary DOT permits for the proposed commercial development, including the encroachment into the DOT's right-of--way for the purpose of the water line extension. It is not anticipated that the work will take longer than a day to complete. Work will be performed in the dry and the area will be restored to its original grade and contour promptly upon completion of the work. Due to the nature of the impacts, the Applicant is not proposing compensatory mitigation with this request approval. Wetland impacts are not anticipated with the development of the commercial property. In summary, the Applicant is seeking DA authorization, in the form of a Nationwide Permit 12, to temporarily impact 34.7 linear feet of stream and 0.03 acre of riparian wetland, for the purpose of extending a water line. SEGi feels the project, as proposed, meets the general and regional conditions of NWP 12 and anticipates the approval will be granted without delay. Wetland impacts are not anticipated with the development of the commercial property, only the subject parcel of this permit application (see Attachment 5). The two stub outs, depicted on the proposed site plan for the commercial tract, are a requirement of Onslow County. 3e. Describe the overall project in detail, including the type of equipment to be used: The proposed work consists of installing a water line, which will service the Applicant's property, located across Piney Green Road (SR 1406). Heavy equiptment such as a backhoe will be utilized during the contraction. Work will be performed in the dry and is not anticipated to take more than a day to complete. Sediment and erosion control measures will be utilized to ensure additional wetland impacts do not take place. 4. Jurisdictional Determinations 4a.
