This application is submitted on behalf of Carriage Hills LLC for a proposed affordable housing apartment complex located off of Linkhaw Road in Lumberton, NC. The proposed project will relocate an existing ditch in order to construct aturn/deceleration lane at the entrance to the property. Several apartment buildings, associated roads, and parking will be constructed within the site. The project will result in impacts to 0.036 acre of RPW and 0.32 acre of non-404 jurisdictional wetlands. Because of the small amount of RPW impacts and because this ditch will be relocated, no mitigation is proposed. The Pre-Construction Notification form, associated maps, and site plan are enclosed for your review. Please contact me if you have any questions. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant has attempted to avoid and minimize impacts to wetlands and waters as much as possible while still maintaining an economically viable project. NC DOT is requiring the applicant to construct a deceleration lane at the entrance to their property off of Linkhaw Road. NC DOT has certain requirements regarding length and width of the lane and the RPW that runs adjacent to the road cannot be avoided. Linkhaw Road is a busy road and the RPW is of low quality. This ditch will be relocated to maintain flow. The non-404 jurisdictional wetland is located in the center of the property and cannot be avoided. This project will provide affordable housing for the community. In order to avoid this wetland pocket, several buildings would be lost and the project would no longer be economically feasible for the developer. 1 b.
