The project is being administered by the City of Concord, but includes the use of state and federal funds. Therefore, the project's environmental review is subject to compliance with the National Environmental Policy Act (NEPA). It is anticipated that a Categorical Exclusion (CE) will be prepared for this project. The proposed project will widen approximately 2.6 miles of Derita Road (SR 1445) between Concord Mills Boulevard (SR 2894) and Poplar Tent Road (SR 1394)(see attached location map). The City of Concord proposes a best-fit alignment to widen this route. In other words, the roadway may be widened asymmetrically in some locations and symmetrically in others to attempt to minimize impacts to the natura] and human environments. Much of the project area is developed with residential or office / light industrial uses. Other notable features in the project area are the Concord Regional Airport and Rocky Rivec No known historic sites listed in the National Register of Historic Places appear to be in the vicinity of project. The project is included in the Cabarrus-Rowan 2035 Long-Range TranspoRation Plan. The purpose of the project is to improve traffic flow and operations. The proposed project would increase traffic capacity along Derita Road and provide an improved north-south route accessing residential areas to the north, industrial/office areas neaz the Concord Regional Airport, and the commercial areas to the south (Concord Milis Mall and other attractions). The proposed rypical cross-section for the roadway is a four-lane divided facility with a 23-foot wide median (30- foot wide if / where double left turn lanes are needed). The road would be designed using a 50 mile-per-hour design speed. The posted speed limit would be 45 miles-per-hour. The road would be built to North Carolina Department of Transportation (NCDOT) standards. The provision of landscaping, bicycle lanes, sidewalks, street lighting, and potential bus stops will be considered during the study. We would appreciate any infortnation you may have that would be helpful in planning and evaluating potential environmental impacts of the project.
