Improvements to US 221 from North of SR 1366 to NC 226
Rutherford and McDowell Counties
The Merger Team reviewed the alignments for this project at the Concurrence Point 2
meeting on August 17, 2004 and reached agreement on the alternatives to be carried
forward at that meeting. The Merger Team agreed to study the alignment developed to
replace the bridge located north of Vein Mountain on new location (Segment D), to the
west of its existing location. However, since that meeting, the NCDOT also investigated
replacing the bridge over the Second Broad River on existing alignment (Segment DI)
(see attached map). This shift in the alignment to existing US 221 was studied because it
would decrease the impacts of the project, particularly to streams and utilities, as well as
decrease the estimated number of residential relocations. A comparison of these
differences between Segment D (New Location Alternative) and Segment D1 (Existing
Alignment Alternative) in the vicinity of the Second Broad River bridge crossing are
shown in the following table.

As mentioned previously, Segment D (New Location Alternative) includes replacement
of Bridge No. 17 over the Second Broad River on new alignment. This alternative was
presented and concurred- to by the Merger Team at Concurrence Point 2 on
August 17, 2004. Segment D1 (Existing Alignment Alternative) includes replacement of
Bridge No. 17 on existing alignment. Some advantages and disadvantages of
Segment Dl are listed below to provide additional information regarding why an
additional alignment was studied along Segment D.
Segment D1 (Existing Alignment)
Advantages
• Lower construction cost
• Shorter bridge (232 feet)
• Minimizes utility impacts (telecommunication towers)
Disadvantages
• Increased number (and length) of retaining walls
• Retaining walls may cause scouring problems
• Retaining wall is within 10 feet of top of bank
• May need offsite detour to construct retaining walls
• Narrow median
• Potential issue with railroad
Based on this new information, the NCDOT requests that Segment D1, replacing Bridge
No. 17 on existing alignment, be added as an alternative in Segment D to be studied
further. A map showing the preliminary design of Segment D (New Location
Alternative), as well as Segment D1 (Existing Alignment Alternative) in the vicinity of
the Second Broad River will be presented at the upcoming concurrence meeting and is
enclosed.
