Given the soft soils and fragile vegetation in the area, care should be taken not to compromise the health of the vegetation. Heavy equipment should not to be used for the placement of the bags outside of any area not already authorized for permanent impact. I would suggest checking with the Corps to see whether they have any objections or would require a modification to the 404. However, this area is "off line" from the mainstem or tributary flows, it's very small, and most likely not very deep; therefore I would not object to NCDOT working during the moratorium IF the area can be isolated. This would have to be accomplished without excavation or pile driving and would need to be more substantial than a curtain, but a sand bag coffer dam or similar structure would suffice for WRC. Subject: Pictures and Supporting Information for Request to Drive Piles in "Thumb" of Surface Water at Harris Mill Run Creek NC-43 (0-5018A) Mike 6 Jay, I am attaching the pictures that I took last week of the bridge site on NC743 where we are looking for relief of the Moratorium at this location to drive the piles for Bent #1. Also attached is a topographic survey of the area performed by our survey party. The piles (pink dots) of Bent #1 have been transposed on the drawing to indicate their locations in relation to the "thumb" of water that is connected to the channel at this location. We are requesting that we be able to drive piles in this area of water and/or dam the water to allow for driving of the piles. The "Beaver Hunter" was onsite today (4/4/11) to investigate the area.
