Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Topographic conditions between the proposed substation adjacent to the UNC-CH Printing Services Building on Homestead Road and the UNC-CH Facilities Services Complex (FSC) on Airport Drive are typical of landforms within the Piedmont Physiographic Province. Rolling ridges with relatively flat, broad tops are dissected by low gradient stream valleys. Elevations (above mean sea level) within the proposed duct bank routing range from approximately 500 feet at the intersection of Homestead Road and MLK Jr. Blvd. to 550 feet where the routing crosses a broad ridge top approximately 1,450 feet south of Homestead Road. Slope conditions within the proposed routing range from less than 1% to 5%. The proposed electric ductbank crosses under Homestead Road and is located in the road right-of-way south of the pavement for approximately 0.5 mile. The land south of Homestead Road is owned by Orange County and is occupied by the Social Services Building and Project Home Start. Large single family residential tracts are located on the north side of Homestead Road. The routing turns to the south from Homestead Road through a narrow strip of University property that contains a residence on a large single family lot. Immediately south of the single family residence, the routing traverses forest for approximately 0.90 mile. After crossing Crow Branch Creek, the routing continues south for approximately 0.40 mile to Estes Drive Extension. This portion of the routing crosses the closed old Town of Chapel Hill municipal landfill, a portion of the Horace Williams Airport runway and other lands used for University support functions. The electric ductbank will be installed below ground. Installation of the routing will not adversely affect land use. 3b. List the total estimated acreage of all existing wetlands on the property: This is a linear project. The total acreage of Wetlands F, C, and Z (which are within or adjacent to the proposed project area) is approximately 3.4 acres 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: The length of the reach of Crow Branch Creek from the shallow impoundment to MILK Jr., Blvd is approximately 1,700 linear feet. 3d. Explain the purpose of the proposed project: The purpose of the project is to provide redundant electrical service to the FSC located on and adjacent to Airport Road. 3e. Describe the overall project in detail, including the type of equipment to be used: In Phase I of the project, a duct bank will be built from the future substation referenced above to the University owned parcel fronting Homestead Road, and another section of duct bank will be built throughout the FSC and along Estes Drive Extension, providing electrical feeds for all existing buildings. Phase II of the project will build the final section of the duct bank through the UNC-CH property located south of Homestead Road, east of Seawell School Road, west of MILK Jr., Blvd. and north of Estes Drive Extension, connecting with the two sections of duct bank installed during Phase 1. Phase II will commence construction within 6 - 12 months of completion of Phase I. Where necessary on the routing, vegetation within the variable-width (32 - 45 foot) construction corridor will be cleared and grubbed. Erosion and sedimentation control measures will be installed as required by NC Division of Land Quality Guidelines. An excavator or backhoe will excavate the trench to the required depth. The trench for the duct bank within the larger trench is used as a form for the concrete pour. PVC conduits are placed in a PVC frame on concrete leveling blocks in the ductbank trench. Concrete is poured in the ductbank trench, totally encasing the conduits in concrete on all sides and the top and bottom. Precast manholes are located along the routing at predetermined locations. After the concrete around the conduit cures, the trench is backfilled and the disturbed area stabilized. The concrete around conduit construction of the duct bank greatly reduces the chance for electrical service interruptions due to future weather impacts or construction activities. Electric cables will be "pulled" from the substation on Homestead Road between manholes through the PVC conduits of the duct bank to the FSC. Telecommunication cable may be installed in the duct bank conduit as well. Wetlands F, C and Z and the Jordan Buffers at the Crow Branch Creek crossing will be revegetated with native trees, shrubs and permanent native see mix appropriate to the hydroloic regime found at the three wetland sites and riparian buffer area. Comments: The entire buffer within the Crow Branch Creek duct bank crossing will be revegetated with trees, shrubs and a permanent native seed mix adapted to the moisture regime found within the buffer to be restored. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Routing of the duct bank avoided wetland and stream impacts to the greatest extent practicable. The crossings of Stream 12B and Wetland 16 were avoided by relocating the routing into the shoulder of Homestead Road in close proximity to the pavement. This eliminated the need to extend the culvert or to fill the wetland. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Native trees, shrubs and permanent native seed mix will be planted in those portions of the duct bank routing through Wetlands F, C, and Z and the Crow Branch Creek stream crossing. Standard construction practices would have required a maintained easement over the duct bank. The design was modified to provide access manholes on either side of the wetlands, eliminating the need for future impact to the wetlands. 2.
