I just got my answer from Hydro and below are the reasons they believe that a PSH would not work on the
upstream side of the road
-the elevation is low and would either fill in with sediments or constantly hold water
-a PSH on that side of the road would be a conflict with the detour bridge and a construction phasing issue
-the discharge of the pipe would be in the upstream direction and during storms/ flooding might force water up
the pipe and onto the road, and or keep water from getting off of the road

I had also asked if they can move the drainage on the other side of the road, and install a
PSH? I went by the site, and there appears to be plenty of opportunity to get additional

I'd like a zoomed in copy. Also, can they move the drainage on the other side of the road,
and install a PSH? I went by the site, and there appears to be plenty of opportunity to get

The temporary impacts are associated with the removal of the old concrete mill race which is right next to the
installation of the gabion baskets (permanent). Since they are right next to each other that might be causing
some confusion but the permit drawings do have the gabion baskets shown as permanent impacts and the mill
race removal is shown as a temporary impact. I can get you a zoomed in view if you would like one.
Attached is a revised sheet 9.
I spoke with hydro about switching out the riprap dissipater with a PSH. He did not think it would be a good idea
because the elevation at that spot is low and would either become filled in with sediment or constantly hold
water.

Brett,
The plan sheets for B3924 show temporary impacts associated with the installation of the
gabion baskets; however the text says that the temporary impacts are associated with the
concrete mill race. Could you please clarify the location of the temporary impacts. Also, the
permit application on page 3 says its class C;Tr+, and the stormwater section says its HQW and
that a state stormwater permit is required. The stream is class C;Tr+, so a state stormwater
permit is not required, and its not HQW. Could you please correct this and send me an
updated sheet 9? Also, could you find out from Hydraulics if they can install a PSH rather than
a rip rap dissipater? Thanks.
