The jurisdictional stream currently begins at the proposed Loop to connect SR1306 (Dockery Rd) to the proposed US220 Bypass.and continues approximately 1115' before entering a concrete ditch that parallels the existing US220. The concrete ditch is approximately 430' long at which point the stream continues in a Northwesterly direction away from the project area. The first 139'+/- of the stream will be filled in by the proposed loop and we are showing an additional 10'+/- of temporary impacts for erosion control measures and other construction activities. Approximately 650'+/- of the stream will continue without impacts prior to reaching the ramp from US220 to SR1306. The stream will be picked up by a 36" concrete pipe where the stream meets the proposed fill slope for the ramp. The stream will be piped approximately 800' North to the point where the stream is no longer being filled in by the proposed ramp and service road. This piped portion impacts approximately 550ft of stream as well as the 430' of concrete ditch. We are also calling for an additional 10'+/- of temp. impacts at the pipe outlet for construction and erosion control. The stream then continues away from the project. I hope this is what you need. I have a couple of questions that I was hoping that we could get finalized as things are still somewhat fresh in our minds. Please see timeline of events and information below: 1. During our January 18, 2011 field visit with Ronnie Smith, USACE Project Manager, stream SI-A, a concrete lined feature was requested to be added to the Jurisdictional Features Mapping by Ronnie. The call was determined to be "Jurisdictional" but requiring no mitigation. 2. Mason, NCDWQ Project Manager, subsequently visited the site on March 15, 2011 and concurred with Ronnie's call pertaining to the jurisdictional status but stated mitigation for SI-A can be discussed at time of the permit application. NCDOT would like to discuss this early on in the planning process so we can make appropriate measures with our current design and possible avoidance and minimization efforts as needed. However, NCDOT does not feel that mitigation is warranted on this feature; mainly due to the lack of biology present and the feature being totally lined with concrete. We would like to discuss this at your earliest convenience and would welcome the opportunity to set up a conference call or you may respond via email on how you would like to proceed.
