Consulting Engineers May 13, 2011 Mr. Joseph Gyamfi, P.E. Division of Water Quality Stormwater Engineer 512 N. Salisbury St Raleigh, NC 27604 RE: Belmont Hall (08-0980v2) Dear Mr. Gyamfi: 875 Walnut Street, Suite 360 Cary, North Carolina 27511 (919) 469-1101 Fax (919) 460-7637 gilleece@bellsouth.net The following is a summary of the modifications that we are requesting to the originally approved permit. The project has been resubmitted and approved by the City of Raleigh do to the re- phasing of the project. The city has requested a few changes to the SMP to ensure that each phase met all the requirements and would stand independently. The BMP locations have not changed but the originally approved dry ponds have been converted to wet ponds. The area we are requesting modification now has a stormwater wetland followed by a wet pond. Attached is a copy of the configuration. The City of Raleigh Forestry Specialist as asked that we remove the level spreader or at least the grading in zone 2 as it was approved to keep it undisturbed and maintained as a tree conservation area. We would like to modify the plan by removing the level spreader and vegetated filter strip with the temporary grading in Zone 2 that was needed at the time it was approved. The constructed wetland and wet pond BMP's have a total drainage area of 34.08 ac. (1,484,317 sf) and 4 total inlets. Three of the inlets flow into the stormwater wetland consisting of 32.66 ac (1,422,517 sf) of the total drainage area which then flows into the wet pond. One inlet flows to the wet pond with a drainage area of 1.42 ac. (61,800 sf). The treatment per cent is 40% for the storm water wetland and 25% for the wet pond. The total Percent N reduction is calculated below. Percent N for 32.66 ac.= (40+20)- (40x25/100)= 55% Percent N for 1.42 ac.= 25% The total N reduction for 34.08 ac.= (55 x 32.66 + 25 x 1.42)/ 34.08= 53% We would like to request that since 53% N reduction is achieved above the 30% required that we be allowed to discharge directly to the stream rather than through a Level Spreader and Vegetated Filter Strip. If you have any questions please call me at (919) 469-1101. Sincerely, BrrHaertli ng Hugh J. Gllleece, III & Associates, P.A.
