Dear Mr. Wellons:
DWQ Project # 11 -03 80
Harnett County
On April 20, 2011, the Division of Water Quality (DWQ) received your application, to fill or otherwise
impact .2193 acres of 404/wetland and 84 linear feet of perennial stream associated with the proposed
construction of the residential subdivision at the site. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the subject
property. Therefore, unless we receive five copies of the additional information requested below, we will
place this project on hold as incomplete until we receive this additional information. If we do not receive
the requested information, your project will be formally returned as incomplete. Please provide the
following information so that we may continue to review your project.
Additional Information Requested:
1. It appears that access for the development could be gained through the Twin Lakes development
using the two lots owned by W.S. Wellons Corporation at the south end of the proposed Iredell
Street. This would totally avoid the wetland impact labeled as Wetland Impact #1 as well as the
stream crossing. Please provide justification of why Wetland Impact #I is necessary.
2. Please provide the building envelope for lot 366 on the site plans. Is this lot buildable without
additional fill?
3. Please locate the project boundaries on the most recent bound and published Harnett County Soil
Survey and the USGS 1:24,000 topographic map for the project.
4. Please indicate all stream impacts including fill slopes, dissipaters, and bank stabilization on the
site plan.
5. Please indicate all wetland impacts including fill slopes on the site plan.

6. Please provide the overall percent imperviousness of the project and an inventory of impervious
surfaces in each drainage area. The inventory should include all proposed building footprints,
roads, driveways, sidewalks, gravel surfaced areas, amenity areas, etc.
7. This project appears to be high density. Unless information is provided otherwise, the project is
subject to Stormwater Management Plan requirements. For each proposed BMP, please provide a
completed BMP Supplement Form with all required items.
8. The deed to the property has North South Properties listed as the owner and the application has
Billy Wellons as the owner. Please clarify who the owner and applicant are.
9. Please complete Section B. 3b of the PCN. This is part of the Overhills Creek Subdivision, so the
acreage for all wetlands within the entire project should be listed.
10. Please complete Section B. 3c of the PCN. List the total estimated linear feet of streams
(intermittent and perennial) on the property (including the entire Overhills Creek Subdivision).
11. Please complete Section B. 4a of the PCN. There have been jurisdictional determinations by the
Corps for this project (Overhills Creek Subdivision-prior phases) in the past.
12. Please complete Section B. 5a of the PCN. Certifications have been obtained for prior phases of
the Overhills Creek Subdivision.
13. Please complete Section E. 2a, 2b, 2c, 2d, 2e of the PCN.
14. Please complete Section E. 5a and 5b of the PCN.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
this time) by the DWQ. Please call Mr. Chad Turlington at (910) 433-3320 if you have any questions
regarding or would like to set up a meeting to discuss this matter. ;
