This Office has reviewed 401 application for the Martin Marietta Onslow Quarry dated March 25, 2011 and received by the
Wilmington Regional Office (WiRO) on April 1, 2011. The DWQ has determined that your application was incomplete as
discussed below. The DWQ will require additional information in order to process your application to impact protected
wetlands and/or streams on the subject property. Therefore, unless we receive the additional information requested below,
we will have to move toward denial of your application as required by 15A NCAC 2H.0506 and will place this project on
hold as incomplete until we receive this additional information. Please provide all of the following information so that we
may continue to review your project.
1. Please send the DWQ a copy of the revised wetland JD when the US Army Corps of Engineers (USACE) signs
it.
2. The USACE has requested that you look at an additional alternative for the proposed road crossing. Please
copy the DWQ with your response.
3. The USACE also questioned the proposed road as being temporary. Please copy the DWQ with your response.
4. The proposed pipes for the crossing are shown to be of the same elevation. The DWQ has found that this has
caused the stream to degrade in these areas. The DWQ requests that you elevate one pipe to only allow bankful
events to pass through or place a baffle in one of the pipes that limits the flows to bankful events. Please send
in a revised drawing that addresses this issue.
Please copy the DWQ with any additional correspondence between you and David Bailey of the USACE. Send your
correspondence to the Raleigh address. Addressed to NCDENR/ DWQ Wetlands and Stormwater Branch Attn: Ian
McMillan 1650 Mail Service Center Raleigh, NC 27699-1650 and to the Wilmington Regional Office at the address below.
