We met with WRC and City of Brevard staff on April 27 and arrived at the following design changes: • Using WRC standard details, a 12-foot wide, precast concrete slab will replace the wooden canoe runner/step launch originally designed. This concrete ramp will allow larger boats to access the river. The City plans to construct a concrete lane from the edge of the existing asphalt parking lot to the top of the ramp. • A WRC standard design fishing pier will be constructed upstream of the boat ramp, either on a precast concrete grade beam below existing grade or on driven piles. This impact is considered temporary and it will result in no net dredging or filling. • The boulder vane may be shifted upstream to work in concert with the fishing pier and serve as a canoe launch. Final determination of the vane location will be made once the ramp and pier locations are established. In response to WRC comments about existing trees at the site, the bank stabilization will protect healthy, stable, native trees, most of which are offset several feet beyond the proposed grading limits. The vast majority of the vegetation to be affected by the bank sloping is non-native privet, mulitflora rose and honeysuckle. Elderberry and silky dogwood shrubs on the bank will be transplanted to the new bank, and any mature river birch, sycamore and other native species that can reasonably be saved will be. Bank grading will be adjusted as necessary to protect root structures of such trees. Also, as you and I have discussed, we will change our application to request a NWP 27 for the bank stabilization and rock vane portions of the project and a NWP 36 for the boat ramp and fishing pier.
