As previously discussed, we currently have received from your office an authorization to construct for the first 50,000 GPD phase of the proposed 100,000 GPD, dual train, sewer treatment plant as shown in the enclosed plans, discharging at the point shown in the plans under NPDES permit number NCO071242. In addition we also hold NPDES permit number NCO067202 for a discharge capacity of 210,000 GPD discharging at a point approximately 800 (eight hundred) feet downstream from the 50,000 GPD discharge point. I am hereby requesting modification of the 210,000 GPD permit number NCO067202 to move the discharge point to the same location as the 50,000 GPD permit number NCO071242, for a total discharge capacity at this point, through one 8" (eight inch) diameter outfall line, of 260,000 GPD under separate permits, as further described herein. In previous discussions concerning this issue there has been some question as to the requirements for going back to public notice for such a minor modification.
