This same site also has groundwater remediation facilities covered under NCG1000. Other than the differing monitoring requirements for each system, there are no reasons that these permits shouldnot be combined. Page This facility appears to be well run and maintained. The only problem noted was a small leak in the connection leading to the groundwater outfall which was producing a small amount of standing water inside the groundwater remediation equipment building. Citgo seemed very concerned over the possibility of IV TBE limits being added to the permit requirements, C tgo expressed an interest to have input into the establishment of any MTBE limits. This Office recommends renewing the NPDE a permit. This Office also recommends combining the storm water and groundwater remediation discharges under one permit with differing monitoring requirements for each outfall. Sampling will be performed according to specifications contained in the discharge permit. 8 :Non -discharge Alternatives A. regional Sewer - -;Discharge to the Charlotte -Mecklenburg Utility Department sewer system has been pursued.' However, the nearest connection point to the sewer system is located approximately 1,000 feet from the treatment system site. In addition, extending a sewer connection would require obtaining private property owner access agreements and would 'require the excavation around and below and 36 inch main product lines and at least four 12 inch ;product delivery limes. Considering access agreements, the high cost of the sewer nine extension and the liability of excavating and crossing product lines,; can -site discharge via NPDES is preferred, B. Subsurface Disposal - Subsurface disposal has not been considered for two main reasons. The contaminant plume' must be hydraulically controlled to contain any further' off -site access. This may require pumping at increased rates to maintain maximum dra dow . Given "soil conditions an the Piedmont and the at the site, infiltration rates may be too low` to allow water to be introduced at the rate it is removed. This reason combined with compromised hydraulic control hinders' subsurface disposal. C. Spray Irrigation - The physical land area required for spray irrigation is not available at the site. CITGO does maintain some undeveloped property on -site, however,' this land is currently being used for land application of petroleum contaminated soils. In addition, infiltration rates may be too low to allow effective spray irrigation. The PRO is tastefully designed, measures less than s' in height and can be discreetly integrated into the customer's site landscape. Modular construction. The PRO can be configured with variable number of T or 10" aeration trays. This flexibility allows the system to be fine tuned for changing reediaion requirements. Easy installation & disassembly. Lightweight system components permit easy and s afe installation and disassembly. One unaided technician can disassemble, clean and reassemble the system within two hours. Reduced maintenance & operating costs. When a conventional packed tower becomes fouled, packing must be removed and replaced at considerable expense in material and time. Depending upon the specific application, consideration should be given to using a vacuum - break or anti -siphon loop to ensure the DISPOSORB is flooded, and that a vacuum cannot be applied to it. Monitoring the influent to the final DISPOSORB in series mode is a good precaution against effluent breakthrough. 350 gallon DISPOSORB units 44" diameter by 67 " high may be prepared for operation using hose connections or hard pipe. Connections are male 1 1/2" NPT inlet and outlet. Calgon Carbon has available hose harnesses for this pur- pose as optional equipment. The white connection is the inlet for 'downfl w operation. The outlet is grey. The DISPOSORB is not recommended for upf]ow operation. 55 gallon DISPOSORB units 3" diameter by 3 i" high may be ;prepared for operation using hose connections or hard piper Connections are 3A " NPT inlet and I" NPT outlet. DISPOSORB units :are not designed for operation under high pressure or vacuum. The units have been tested under pressure and should not be operated at a pressure above 7.5 psig. Granular activated carbon :must be thoroughly wetted before use to dispel air and to assure proper contact with the influent stream. To facilitate use in the field Calgon Carbon has performed the wetting'procedure prier to ship- ment. Before placing the DISPOSORB unit into service, fill the unit through the effluent line. The DISPOSORB is now ready for use in the normal operating mode. DISPOSAL Depending upon what materials are adsorbed on the carbon, the storage, transportation and disposal of the spent carbon may be subject to FederaL State and local regulations as a hazardous material. TRANSPORTING ADSORBER MATERIALS DI SCE adsorber units may be easily moved by sling or forklift. Shipping weight for the 350 gallon HIS SO units containing granular activated carbon is approximately 2500 pounds. Spent units can be expected to weigh about 2500 pounds after water is drained via siphon on the effluent line or I psi air pressure connected to the influent line. For 350 gallon DISPOSORB units which contain Klensorb 100, shipping weight is approximately 2800 pounds. Shipping weight for the 55 gallon DISPOSORB units containing granular activated carbon is approximately 350 pounds. Spent units can be expected to weigh approximately 350 pounds after water drain. For 55 galon DISPOSORB units which contain Klensorb 100, shipping weight is approximately 4W pounds. PRECAUTIONS Wet activated carbon preferentially removes oxygen from air. In closed or partially closed containers and vessels, oxygen depletion may reach hazardous levels.
