As i indicated in voice mall messages, the Carolina Theatre site has water from drilling operations which they wish to remove from the site. We may have discussed how they have been handling drilling spoils in the past but I will say it again to be certain you are clear. Drilling spoils consisting of solids (soil and rock cuttings) and water are deposited into a frac tank, After solids settle, water is decanted to another fr c tank with two compartments. Water is removed when additional capacity is rewired. Solids are removed as additional capacity Is required and are solidified and disposed in a Subtitle tlandfill. In the past, water which was removed was treated and discharged at a permitted off -site industrial wastewater treatment facility, The water was handled in this manner, because analyses indicated the presence of PCE in concentrations which exceed NC surface water standards. ES recommended that before a batch of water is removed from the site that it be analyzed for VOCs. This recommendation has been followed. A copy of the most recent analyses are attached. Samples (TK-f and TK-7) were taken from each of the compartments into which decanted water is stored. Our client has requested ECS to look into the possibility that this particular batch of water may discharged to the City of Charlotte Stor water System, As indicated in the results, chloromethane was detected at concentrations of 2.7 and 2.6 ug/I and toluene was detected at concentrations of 1.3 and 1.5 ug/i in samples TKm6 and TK- , respectively: There is no IBC surface water standard for chloromethane. The NC surface water standard for Class C water (Sugar Creek and Irwin Creek are Class C streams) for toluene is 11 ug/l. It is estimated that approximately 6,000 gallons of water are stored. If discharge of this particular batch of water is permitted by the City of Charlotte, ECS recommends that water be pumped through a bag filter or similar device to remove possible suspended sediments: Please ,give this request consideration and let us know If the discharge of this particular batch of water can be allowed. On December 20, 2018 MRO staff performed a technical assistance site visit for permit application NCO089842, Carolina. Theatre. O staff met with ECS Limited Staff, Joe Nestor and Chris t rrell, and Mr. Richard Grubbs of Carolina "Theatre. The primary purpose of this permit is to cover a temporary dewatering system to be used during construction where the groundwater is impacted by chlorinated solvents. The City of Charlotte/Charlotte Water dries not allow the discharge of groundwater remediation system effluent into their collection system and WWTPs. The proposed system is designed to be operated sporadically with discharge to an established storm drain outfall. Treatment of the water appears to meet requirements to reduce the pollutants, though the most recent data does not note exceedances of those constituents. The storm drain outfall leads to an impaired stream (Irwin Creek). Due to the irregularly occurring flow, it is recommended that chronic toxicity sampling be tied to periods when discharge actually occurs and that the permittee provide additional information about the quantity and frequency of the flow when the operation is put in place.
