oil/water' separator, waste oil storage tank, granular
activated carbon fluid bed reactor (biological treatment),
two multimedia filters (in parallel), clarifier, carbon
adsorption, filter backwash, nutrient addition, and oxygen
consist of settleable suspended solids, (Pumped from
recovery wells), and biomass material (generated by the
Envirex Gac Fluid Bed Reactor). Heritage Environmental
Services, Inc.,; is subcontracted by Law Environmental, Inc.

for the on -site ground -water remediation system at the subject site. is plan is being submitted
in accordance with the requirements presented in the NCDEM Authorization to Construct (A to Q
dated July 22, 1994.
Based on the design information, presented in the LAW "Engineering Report and Revised
Corrective Action Plan" dated March 3, 1993, the sludge material generated by the subject
remediation system will be non -hazardous and consist of settleable suspended solids (pumped from
the recovery wells), and biomass material (generated by the Envirex GAC Fluid Bed Reactor).

On behalf of Amoco Corporation (Amoco), Law Engineering, Inc. (LAW) submits this
Addendum to the Final Engineering Reports (IwER; March 4, 1993 and December 16, 1994) and
Corrective Action PI (CAP; March 1, 1992 and March 4, 1993) for the on -site and off -site
remediation systems at the subject property.
Currently two ground -water remediation systems are in operation at the subject site. The on -site
system consists of sevenrecovery pumps, an oillwter separator, a granular activated carbon
(GAC fluidized bed reactor, a multimedia filtration system with a clarifier, a bag filter (10
micron.) and six GAC canisters for polishing (see Figure 1). The off --site system consists of five
recovery pumps, an oil/water separator, a bag filter (10micron), and four G C canisters (see
Figure 2). In addition to the two systems mentioned above, a third system for the former GNC
terminal diesel underground storage tank. (UST) area is expected to be operational in four to six.
months.
As you know, the effluent from the on -site system fluidized bed reactor (pre -carbon canister)
has ranged from 40 milligrams per liter (mglL) in August 1994 to 15 m 1L in October 1994. In
October of 1994, a MTBE degrading bacteria was introduced into the reactor which ultimately

facilitated the reduction of the NITRE concentration in the reactor effluent from 40 mg/L to 15
mg/L. However, based on the 15 mg/L concentration of MTBE in the effluent to the carbon
canisters and the amount of carbon required to sustain this concentration to acceptable levels, it
is apparent that an alternate treatment component will be necessary to maintain an acceptable
effluent to the NPDES outfall.
At this time, we propose to route the effluent from the on -site system (after the bag filter - Figure
1) and the off -site system (after the bag filter -Figure 2) to a 500-gallon transfer tank located on
a new equipment skid (Figure 3). The recovered water from the proposed remediation system
for the former GNC diesel UST area would be routed to the oil/water separator for the off -site
system (Figure 3). In addition, we propose to eliminate the carbon canisters for the can -site and
off --site system and replace them with a Calgon "Cycesorb" system to be installed after the new
equipment skid (see Figure 3).

air strippers, an effluent transfer pump and a flow meter:
A schematic of the combined and new equipment system is provided on Figure 3. Information
concerning the components of the new system is provided below:
Transfer Tank and Transfer Pump
e transfer tank will have a capacity of 500 gallons and will accept influent from the on -site,
off --site and CNC systems. A Warwick level control (or equivalent) will be installed on the tank
to control the transfer pump which routes the influent to the air strippers. The level control will
also "contain a high -high-level sensor to deactivate the recovery pump systems should a
malfunction in the system cause the transfer tank to become full. The high -high level switch
does not deactivate the influent -transfer pump for the air strippers. The transfer tank will also
contain an immersion heater to increase the influent temperature by 5° to 109F. The transfer
pump will be a -horsepower TEFC pump capable of producing 100 gallons per minute at g
feet of head. The piping between the transfer pump, the transfer tank and the air stripper will b
1.5-inch diameter galvanized steel. The piping will be heat traced and insulated to prevent
freezing. The influent to the air strippers will be split to allow equal flow to each air stripper.

throttling valve and rotometer will be installed on each leg to allow adjustment of the flaw rate t
each stripper. Manufacturer's literature for the transfer tank, transfer pump and level controls is
provided in Appendixs. A.
Air Strippers d Flow meter
The afar strippers will be low profile cascade tray strippers (Ejector Systems Incorporated or
equivalent) with S aeration trays and 10 HP blowers, The strippers will have integral effluent
sump bases that will be interconnected with a -inch diameter galvanized steel pipe to allow for
use of only one 3 HP 100 gpm effluent transfer pump.
A Warwick (or equivalent) levelcontrol will ..be installed in one of the air stripper sumps:.. to
control the effluent transfer pump. A; high -High level float will also be installed in the air
stripper sump to deactivate the influent transfer pump should the 'stripper sumps become full.
Effluent piping to the transfer pump and flow meter will be 1. -inch diameter galvanized steel
which will be heat traced and insulated. The effluent piping from the flow meter will connect to
the existing 3-inch diameter Schedule 40 PVC discharge pipe to the NPDES outfall.
Manufacturer's literature for the air strippers and the flow meter is provided in Appendix A.
Activated Carbon V
The effluent from the air strippers will be seat via transfer pump to a granular activated carbon
(GAC) vessel. A Calgon Cyclesorb vessel or equivalent will be utilized for the final polishing of
the effluent. The vessel will contain 2,000 pounds of GAC and will be capable of accepting- up
to 60 gallons per minute of influent flow. The vessel is constructed of fiberglass wrapped
polyethylene and will be connected to the air stripper transfer pump effluent piping with flexible
connections to reduce piping stress on the vessel. Carbon use calculations for the proposed CAC
system are provided. in Appendix.: B.

Water Treatment Design Criteria
The design influent concentration of benzene, toluene, ethylbenzene, xylens (BEX) and
ethyl -tertiary -butyl ether (MTBE) to the air strippers was estimated based on the following:
. Influent laboratory data for the CAC canisters for the can -site system. (Estimated to be below
detection for B°TEX and 15.00 mg/L for MTBE at 24 gprn.)
2. Mass balance calculations for the off -site system using 1994 analytical data for monitoring
wells adjacent to recovery wells -9 through RW-1 . (Estimated to be 15.19 m /L BTE,
and 0.22 mg/L MTBE at 15 gpm.
. 1994 analytical data for monitoring wells closest to proposed locations for recovery wells
R V-14 through RW-16 to be located on the former er GNC property. (Estimated to be 6.12
mg/L BTEX and 2.76 mglL MTBE at 9 gpm.)
Based on the above data and an influent concentration of 5.9 mg/L. Total BTEX and 8.09 mg/L
of MTBE to the system at a flow rate of 48 gallons per minute was estimated. The air strippers
d CAC system were designedto reduce the concentrations to below the N"PDES permit and
North Carolina Action level concentration for each constituent. Calculations and manufacturer's
performance information for the air strippers are provided in Appendix B.
. Emission Considerations
LAW is currently preparing an air permit application to be submitted to the Mecklenburg County
Department of Environmental Protection. At present, air emission control devices - are being
evaluated for the air strippers.
Due to the presence of MTBE concentrations in the effluent, waiter from the on -site system; is
currently being discharged to a portable 21,000 gallon storage tank. Water from the storage tank
is being periodically transported to a licensed disposal facility. Discharge to the NPDES outfall
will resume upon receiving NCDEM approval and construction of the above proposed system
modifications. Your timely responseand/or authorization to construct (A to C) permit approval
is requested. A $150.00 check for the A to C administrative °strative charges is enclosed,

Equipment to be furnished under this section includes the complete air stripping system as described
hereinafter:The air stripping system shall be manufactured y Ejector Systems Inc.
Air stripping equipment which includes, but is not limited to, stripper sunup base, lid, blowm
header, and'trays. The equipment specified in this section shall be furnished by a single responsible
supplier, that is established in the design and manufacture of air stripping systems.
e air stripping system fittrushed under this section of the specifications shall be placed in a well
ventilated area that will not affect the performance of the system, All appurtenant components of the
stripping system not furnished supplier, such as pipe and fittings for inlet and effluent water streams,
pipe and fittings for effluent gas, concrete; pads or foundations for system placement, and electrical
controls and supplies not mentioned herein shall be furnished by others.
Functional Description
Volatile Organic Carbons (VO 's) ll be air stripped through the mass transfer of hydrocar
bons from the liquid phase to gaseous phase shall be done through the use of a combination
of aeration tubes and baffles incorporated within a tray `type system.
In'conjunction with the aerator/baffle network, multi -media packing of any sort will not be
allowable in any form'thin the system:
Flow into the top tray of the air stripper' will be through a 3 inch NPT fitting. Flow through
the stripping unitwill be via gravity. Effluent from the stripper will be through a 3 inch NPT
fitting located at the bottom of the stripping unit
Within each tray, baffles will direct flow direction to an opening allowing contaminated
ter to flow to the next lower tray in the system.
Aeration tubes will constantly be supplied with air from both skies of the tube.
Gaseous hydrocarbon that has been stripped will exit the stripping unit via an 8 inch
diameter adaptor at the top of the air stripper.
Design and Materials ofConstruction
A. Air Stripper Trays and baffles within each tray shall be constructed of black
steel. All trays and baffles shall be welded and the entire unit shall be tested for leaks prior
to shipment
Each tray shall measure 3.6 feet wide by 5.5 feet long. Each tray shall incorporate 6 baffles
to make 7 water legs to direct water flow.

B. Aeration Tubes shall be constructed of 0.035 inch thick Nylon and shall be used to
introduce to contaminated groundwater. Each tube shall measure approximately ely 5 feet in
length and have an outside diameter of 1.5 inches. Two rows of 5116 inch diameter holes
spaced 1.1/2 inches apart shall die cut into all aeration tubes. If a porous plate or siem tray
design is proposed in lieu of aeration tubes, the minimum hole diameter shall be 5/16 inch
to inhibit plugging.

CASCADE AIR STRIPPER AND STRIPPERATOR REMOVAL DATA
The Cascade LPSW Series Air Stripper design is based on removal efficiencies a laboratory
pilot, and confirmed field pilot studies. The removal efficiencies for a variety of compounds,
encompassinga large range of Henry's Constants were tested.
The equipment used is a Perkin-Elmer model LSC-2 liquid sample concentrator coupled to a
model 8500 gas chromatograph.
Experiments were run at various flaw rates and at different water temperatures. Removal eftlencles were
tested to 1 ppb. This series of tests yielded a vast quantity of removal data which has been compiled to
establish relationships between the removal efficiencies, flow rate, temperature, and Henry's Constant of
a compound.
The graphs show percent removal of a compound verses the flowrate at a specific temperature. The
models LP5001 -LP5005 represent 1 to 5'tray units, respectively.
The Henry's constant for benzene, toluene, ethyl benzene, and xylenes are close enough where they do
not show substantial removal differentiation in our system. The benzene graph represents all these
compounds well. The same is true of MTBE and naphthalene.
