Failure to register and begin submitting reports electronically is a violation of the terms of your permit,
subjecting you to a possible assessment of civil penalties. In order to reduce the risk of receiving additional
enforcement action,you must complete your registration and submit your February 2017 DMR electronically
on or before March 31,2017.
The Division has prepared a website devoted to all aspects of eDMR, including registration for its use,

Dear Ms. Linden and Mr. McCulloch:
The purpose of this letter is to notify the NCDENR Division of Water Quality and Mecklenburg
County Land Use and Environmental Services of the results of a sampling event performed at the
Former Amoco Terminal No. 254 (the Site) in Charlotte, Mecklenburg County, North. Carolina.
URS performed surface water sampling of the drainage northwest of the subject site on
December 8, 2005 during the semiannual groundwater sampling event. The drainage is a
tributary of Gum Branch, which is classified as Class WS-IV waters. The locations of the
samples are shown on Figure 1. The analytical results are shown on Table 1.
The results for samples SW-1 and SW-3 are consistent with the March 3, 2005 results for these
locations, which were previously reported to you both. However, the results for SW-2 on
December 8, 2005 had anomalous results, including a reported benzene concentration of 1,250
ug/L. After evaluating the laboratory results, URS performed a confirmation sampling event on
February 6, 2006. Surface water samples were collected from the same locations as the previous
sampling events, as shown on Figure 1.
The February 2006 resampling FAILED TO CONFIRM the presence of benzene in the surface
water.
URS believes that an error occurred that resulted in the reporting of a false result for benzene in
the SW-2 sample from December 8, 2005; although URS has not been able to identify the source
of the error. However, the February 6, 2006 resampling confirms that the March and June 2005

data that there is NOT a release of benzene to the surface water from the Site. URS will continue
to resample the stream during the June 2006 and future groundwater sampling events.

Reference is made to your June 16, 2004 request for rescission of the subject NPDES General Permit.
Your request states the groundwater remediation system covered by this permit is not operating, and
therefore the site no longer requires coverage under the general permit. In accordance with your request,
NPDES General Permit NCG510436 is rescinded, effective immediately.
Please be advised that this permit rescission is based wholly upon your statement that the activities which
would require general permit coverage at the site have ceased or been eliminated. Division staff has not
visited the site to obtain independent verification. Operating a treatment facility, discharging wastewater
or discharging specific types of stormwater to waters of the State without a valid NPDES permit will
subject the responsible party to a civil penalty of up to $25,000 per day. Enforcement action will he
certain for persons that have voluntarily relinquished permit coverage when, in fact, continuing permit
coverage was necessary. If, in retrospect, you feel the site still requires permit coverage, you should notify
this office immediately. Furthermore, if in the future you wish to again discharge to the State's surface
waters, you must first apply for and receive a new NPDES permit.

GENERAL:
The facility was last inspected on March 8, 2002 by Mr. Derrick A. Harris of the
Mecklenburg County Water Quality Program (MCWQP). A Compliance Evaluation Inspection
report was issued on March 21, 2002.
PERMIT:
The facility is covered under General Permit No. NCG510000 and is authorized to
discharge treated groundwater from Outfall 005. The permit became effective on October 1,
2001 and expires on September 30, 2006.
On June 18, 2004, Ms. Rebecca A. Kulas, PG, Environmental Business Manager,
Atlantic Richfield Company representing BP Products North America, Inc.,the current owner of
Amoco Corporation, wrote to Mr. Bob Sledge,DWQ, and requested termination of its Certificate
of Coverage (COC)No. NCG510436 to NPDES General Permit No. NCG510000. The subject
COC handled discharge of treated groundwater from a remediation system that is no longer
operational.
RECORDS/REPORTS:
There has been no discharge from Outfall 005 for the previous twelve months.
FACILITY SITE REVIEW:
The Amoco groundwater remediation system is located at the Magellan Terminals-
Holdings, L.P. (formerly Williams Terminals Holdings, L.P.) facility. The facility is engaged in
gasoline and fuel oil storage and distribution. All of the major components of the groundwater
remediation system have been removed and the pipes have been capped off with concrete.
FLOW MEASUREMENT:
There has been no flow for the previous twelve months.
LABORATORY:
There has been no discharge from Outfall 005 and no samples have been taken during the
previous twelve months.

EFFLUENT/RECEIVING WATERS:
Outfall 005 discharges to an unnamed tributary to Long Creek, which is Class WS-W
water within the Catawba River Basin. Outfall 005 was not discharging at the time of the
inspection.
SELF-MONITORING PROGRAM:
There has been no discharge from Outfall 005 for the previous twelve months.
OPERATIONS & MAINTENANCE:
URS Corporation—North Carolina is contracted to manage all treatment works and
processes that pertain to Outfall 005.
The groundwater remediation system has not been in operation for the previous twelve
months during this review period.

discharge treated groundwater from Outfall 005. The permit became effective on October 1,
2001 and expires on September 30, 2006.
The treatment works for Outfall 005 consists of two groundwater remediation systems, an
on-site system and an off-site system. The on-site system consists of recovery wells, oil/water
separator, transfer pump, dual five tray low profile air strippers with 500 gallon surge tank,
influent/effluent transfer pump,blower, bag filter system, and carbon filtration. The off-site
system consists of recovery wells, oil/water separator, transfer tank, transfer pump, five tray low
profile cascade air stripper with 500 gallon surge tank, influent/effluent transfer pump, bag filter
system, and carbon filtration
RECORDS/REPORTS:
Laboratory reports were reviewed for the period January through December 2001 for
Outfall 005.
The system operators maintain detailed, organized records, reports and operational logs.
FACILITY SITE REVIEW:
The Amoco groundwater remediation system is located at the Williams Terminals
Holdings, L.P. facility. The facility is engaged in gasoline and fuel oil storage and distribution.
All of the major components of the groundwater remediation system were in service and
appeared to be operating properly at the time of the inspection.
FLOW MEASUREMENT:
Flow measurement is accomplished for Outfall 005 using an in-line totalizing flow meter.
Since discharge from the facility is intermittent, this is an acceptable method of achieving an
instantaneous flow estimate for NPDES reporting. The flow meter is calibrated annually.
LABORATORY:
Analysis of effluent samples from Outfall 005 was performed by Flowers Chemical
Laboratories, Inc. (NC Laboratory Certification#296) until April of 2001. Pace Analytical
Laboratory currently completes the effluent sample analysis. Pace Analytical and Flowers
Laboratories, Inc. were not evaluated under this inspection.

EFFLUENT/RECEIVING WATERS:
Outfall 005 discharges to an unnamed tributary to Long Creek, which is a Class WS-IV
water in the Catawba River Basin. Outfall 005 was not discharging at the time of the inspection.

Laboratory reports were reviewed for the period January through December 2001. The
reports indicate that the facility was in compliance with permit limits and monitoring
requirements during this period.
OPERATIONS & MAINTENANCE:
Handex of the Carolinas is contracted to manage all treatment works and processes that
pertain to Outfall 005. Currently, only off-site recovery wells are being utilized by the
groundwater remediation system.
The groundwater remediation system was not in operation for several months during this
review period while Handex completed repairs of some of the major components of the system.
The blower motors had to be repaired and the carbon filters were replaced.

30, 2001. The permit authorizes the discharge of treated groundwater from Outfall 005. The
permit properly describes the ground water treatment system. Amoco Corporation has applied
for permit renewal.

Laboratory reports were reviewed for the period February through October 2000 for
Outfall 005.
The system operators maintain detailed, organized records, reports and operational logs.

The facility was last inspected on December 14, 1998 by the Mecklenburg County
Department of Environmental Protection (MCDEP). A Compliance Sampling Inspection report
was issued on January 29, 1999.
The Amoco Charlotte Terminal was purchased by Williams Energy Ventures in 1999.
PERMIT:
A request for modification of former permit NC0005185 was submitted to the Division of
Water Quality on May 3, 1999, to reflect the change in facility ownership. Since Amoco retained
responsibility for the groundwater remediation system located at the facility, the Division issued
the General Permit for Groundwater Remediation (NCG510000) under Certificate of Coverage
NCG510436.
The current permit became effective on November 15, 1999 and expires on September
30, 2001. The permit authorizes the discharge of treated groundwater from Outfall 005.
As a result of permit modifications, monitoring requirements for Outfall 005 were
revised. The requirement for monitoring of effluent BODS (Biochemical Oxygen Demand) was
removed from the permit and effluent monitoring of lead was added.

maximum permit effluent limit was noted. This occurred on August 30, 1999.
No violations were noted under current permit NCG510436.
Rating: Marginal - Due to the effluent limit violation noted under former permit
NC0005185.
OPERATIONS & MAINTENANCE:
Handex of the Carolinas is contracted to manage all treatment works and processes that
pertain to Outfall 005. Currently, only off-site recovery wells are being utilized by the ground
water remediation system.
The facility and site appeared well operated and maintained.

In accordance with the request for modification of permit NCOOO5185 received on May 3, 1999,
we are forwarding herewith the attached Certificate of Coverage to discharge under the subject NPDES
General Permit. This Certificate of Coverage is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection agency dated December 6, 1983.
The Division has decided to cover outfall 005 at the Williams Energy Ventures terminal, for
which you retain responsibility, under the General Permit for Groundwater Remediation (NCG51OOOO).
Issuance of this Certificate of Coverage (NCG51O436) terminates the previous coverage for this outfall
(005) under NPDES pei mit NCOOO5185. If operation of the remediation system at the site has been
suspended, remediation activities at the site should resume immediately. The effluent limitations
and monitoring requirements on page A. (3) of the General Permit apply to the subject facility.
This outfall had a history of BOD effluent limit violations. The transfer of pen >it NCOOO5185
was delayed while the Division evaluated more recent BOD data from outfall 005. Based on the
absence of any BOD violations (and a non-detection of BOD in all samples) in 1999, coverage under
the General Permit was approved. Please note that the Mecklenburg County Department of
Environmental Protection (MCDEP) and other local interest groups still consider BOD to be an issue in
the Paw Creek watershed. The Division will closely monitor BOD data from all permitted sites in the
Paw Creek area to determine if this parameter should be limited in future permits. If your facility
experiences future problems with BOD, coverage under the General Permit may be denied and a new
individual NPDES permit may be required for this outfall. The Division commends you on your
improvements at the site, and urges you to take all steps necessary to prevent any recurrence of BOD
standard violations.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, this Certificate of Coverage shall be final and
binding.

The Certificate of Coverage is not transferable except after notice to the Division. Use the
enclosed Permit Name/Ownership Change. form to notify the Division if you sell or otherwise transfer
ownership of the subject facility. The Division may require modification or revocation and reissuance
of the Certificate of Coverage.
If your facility ceases discharge of wastewater before the expiration date of this permit, contact
the Regional Office listed below. Once discharge from your facility has ceased, this permit may be
rescinded. This per nut does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality, the Division of Land Resources, Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.
