Box 339 Kinston, NC 28501 Subject: Pretreatment Review of Industrial User Permit — Additional Information Required Program: City of Kinston WWTP: Kinston Regional WRF, NPDES #: NCO024236 Lenoir County Dear Mr. Stevens: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) submitted for renewal by the City of Kinston for the following Significant Industrial User (SIU). The IUP was received by the Division on December 15, 2020. SIU # I SIU NAME WRO07 I Smithfield Packaged Meats Corp. Kinston Facility The review indicates that more information is needed to determine if the IUP meets the minimum requirements of 15A NCAC 211 .0905, .0916, and .0917 and 40 CFR 403.8(f)(1)(111). In order for the Division to complete its review of the IUP, you are required to submit the following information for each SIU by February 12, 2021: A copy of the SIU application; A copy of the City's inspection of the SIU; And, an IUP synopsis with rationale for limitations. Until the Division has received the required information, we will be unable to make a decision on the adequacy of the IUPs. Therefore, as allowed by 15A NCAC 211.0917 (e)(2), the Division's thirty -day comment period will be suspended until the additional information is received, and at that time the full 30-day comment period will recommence. You are encouraged to notify the affected industries of the extension of the Division's comment period. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
