Mr. Wiles would like to develop a subdivision at this time and a road crossing is necessary in order to complete his project. Mr. Wiles has purchased a 60 feet easement in hopes to use it to construct an access road to a land locked piece of property in Orange County, NC. This access road will lead to a planned subdivision containing four lots. The subdivision cannot be constructed until the access road is built. This proposed access road will cross approximately 0.12 acres of a riverine wetland associated with Price Creek. In addition to the 0.12 acres of wetland impacted, approximately 60 feet of Price Creek will be affected. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: This area is a small populated urban area with a riverine wetland located downslope. 3b. Explain the purpose of the proposed project: To build an access road to a planned neighborhood of 1-3 acre lot and 2-3 acre lots. This neighborhood is land locked without access. 3e. Describe the overall project in detail, including the type of equipment to be used: Mr. Wiles is proposing to use an easement in order to build an access road to a land locked piece of property in Orange County NC. This easement includes a 20,500sq ft. (0.47ac) wetland area and 60 feet of Price Creek. The access road will lead to a planned subdivision containing 4 lots. The subdivision will not be constructed until the access road is built. The proposed road is planned to be 20 feet wide. As a result, approximately 0.12 ac of the wetlands will be used to construct the road. Culverts will be installed every 100 feet as to not impede the sheet flow of Price Creek. Building the road will entail the use of a light utility bulldozer for clearing, grading, and a dump truck to bring in fill material. A sedimentation fence will be put up along the border of the wetland as protection from sedimentation loading. Attachment 2 contains a Typical Cross Section drawing and a perliminary grading plan map for this project. The planned subdivision will begin approximately 600 feet upslope from the wetland. Building the subdivision will entail the use of concrete trucks, boom trucks, light utility bulldozer, and a dumpster. This will be a low impact development, in that extra precautions will be taken to ensure the smallest footprint possible for these homes. The USACE Action ID is SAW-2007-939-268 and DWQ Project number is 07-0235 Orange County. The application date was Feb. 14, 2007 with the permits were issued on March 12, 2007. These permits are contained in Attachment 4. This project was previously authorized to impact 0.12 ac of permanent wetland and 60 linear feet of permanent stream with payment to the NC EEP for 0.24 acres of Riparian Wetlands. Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of wastewater generated from the proposed project, or available capacity of the subject facility. When the soil suitability was conducted for this property, the eastern portion of the property (1/4 of total area where houses will be constructed) was not suitable for a conventional septic system. As a result an alternative system will have to be used i.e. subsurface drip with pre-treatment.
