The propsed road crossing will be installed immediately adjacent to an old road crossing. This placement is necessary to avoid separate impacts for the road and utilities. The existing road crossing, which was used for forestry operations, will be removed and the area restored to original grade and reseeded. Because the jurisdictional waters bisect the property, impacts cannot be completely avoided. 1 b.
