We are requesting to place culverts and headwafls in 1 stream and 1 subterranean sewer line in another stream for the purpose of constructing Panther Rock Subdivision Phase 1. The proposed road crossing location will also include a sewer line. A third aerial sewer crossing is also proposed. 61 homesites are proposed for this subdivision. These proposed impacts are contained in the attached packet of information. Director Division of Water Quality DWQ Project # 07-0453 Wake County On March 12, 2007, the Division of Water Quality (DWQ) received your application dated March 9, 2007, to fill or otherwise impact 0.046 acres of 404/wetland, 143 linear feet of perennial stream (113 linear feet permanent impact, 30 linear feet temporary impact), and 7,750 square feet of Zone 1 Neuse River basin. protected riparian buffers and 5,000 square feet of Zone 2 Neuse River basin protected riparian buffers to construct the proposed residential subdivision. On April 12, 2007, the DWQ received additional information from you, however, the DWQ has determined that your application remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject prcpetty, Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your pm,ject. Additional Information Requested: 1. Please include plan details for the level spreader. 2. Please provide a plan view of the level spreader with topographic lines at a 1" = 50' scale or larger to allow DWQ staff to verify that appropriate slopes are present and that the level spreader has been placed parallel to contour lines. 3. REQUIRED ITEMS CHECKLIST The' following checklist outlines design requirements per the Stormwater Best Management Practices manual (N.C. Department of Environment, Health and Natural Resources, November 1995) and Administrative Code Section: 15 A NCAC 2H .1008. Initial in the space provided to indicate the following design requirements have been met and supporting documentation is attached. If a requirement has not been met, attach an explanation of why. .The temporary pool controls runoff from the 1 inch storm event. The basin length to width ratio is greater than 3: L The basin side slopes are no steeper than 3:1. A submerged and vegetated perimeter shelf at less than 6:1 is provided. Vegetation to the permanent pool elevation is specified. An emergency drain is provided to drain the basin. The permanent pool depth is between 3 and 6 feet (required minimum of 3 feet). The temporary pool draws down in 2 to 5 days. ~- The forebay volume is approximately equal to 20% of the total basin volume. Sediment storage is provided in the permanent pool. ~ Access is provided for maintenance. L A minimum 30-foot vegetative filter is provided at the outlet. .G A site specific operation and maintenance (O&M) plan is provided. A vegetation management/mowing schedule is provided in the O&M plan. G Semi-annual inspections are specified in the O&M plan. FO SWG100 09/97 Page 1 of 1 •~-~ ~- _ 0~ - fl~S 3 WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is de#ined as the wet detention basin, pretreatment including forebays and the ' vegetated fil er if one is provided. Maintenance activities shall be performed: as follows: 1. After-every significant runoff producing rainfall event and at least monthly: a. Inspect the wet detention basin system far sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re-seed as necessary to maintain good vegetative cover,.. mow vegetative coverto maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping., swales, riprap, etc.) quarterly to maintain proper functioning. ~4. Remove accumulated sediment from the uret detention basin °system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device. used to :determine the sediment, elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments'.: When the permanent pool depth reads feet in the main pond, the sediment shall be removed. Remove cattails and other indigenous wetland. plants when they cover 50% of the basin surface. These plants shall be encouraged to grflw along the vegetated shelf and forebay berm. 6. If the basin must be drained for an emergency or to perform maintenance, the .flushing of sediment through the emergency drain shall be minimized to the maximum extent practical.. ~'" 7. All components of the dry detention basin system shall be maintained in good working order. 8. Level spreaders or other structures that provide diffuse flow shall. be maintained every six months. All accumulated sediment and debris sha l be removed from the structure, and a level elevation shall be maintained across the entire flow spreading structure. Any dGiwn gradient erosion must be repaired and/or replanted as necessary.
