Dear Dr. Thorpe:
This correspondence is in reference to your letter dated May 26, 2006, regarding the Little River Bridge
Mitigation Site located in Richmond County, Nodh Carolina. This site is being utilized by the North
Carolina Depar[ment of Transportation as compensatory mitigation for wetland impacts associated with
project B-2608.
By copy of this letter, we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met.

As you are aware, the Department has monitored the B-2608 Little River Bridge Mitigation Site
since its construction in spring of 2001. The site is located in Richmond County on at Bridge No.
4 over the Little River and Bridge No. 27 over the Little River Overflow on NC 73 east of Little
Mills. This 2.48-acre site provides wetland restoration for temporary impacts associated
mechanized land clearing for the B-2608 roadway project. The entire site was planted in March
of 2001. NCDOT proposed to monitor the Little River mitigation site for three years to ensure
that the impacted area re-attains jurisdictional wetland status or until success criteria were met.
Visual vegetation monitoring has been conducted each year. After each growing season, annual
monitoring reports were submitted to the appropriate regulatory agencies.
The following roadway projects have been debited from this site: B-2608.
After three years of monitoring, visual observation for 2005 shows.that the planted species in the
wetland are surviving and that the impacted area has re-attained jurisdictional status. Yearly
monitoring data is provided within the annual monitoring reports submitted between 2001 and
2005.
An annual monitoring report meeting has not been scheduled to revzew the 2005 monitoring
reports with the resource agencies. In the B-2608 Little River Bridge monitoring report, which
has been placed on the Natural Environment Unit's website, NCDOT requested that the site
cuuld be closed and that monitoring could be discontinued. NCDOT requests that the
