On April 6, 2011, via telephone, we discussed the Greensboro Auto Auction Project (SAW-2010-00636). You stated that the
application attached to your e-mail was a draft and that you were soliciting comments regarding the contents. Below is a
summary of the items we discussed:
1. Please address further avoidance and minimization of impacts by specifically discussing the construction of the project with a
2:1 slope vs.
a 3:1 slope as indicated in you draft application. Please elaborate whether this is possible and if not, the reasons. You should
describe the stream impacts at 2:1 vs. 3:1.
2. Please describe and list any temporary impacts that might be necessary for the installation of the proposed culverts, such as
cofferdams, in order to divert the stream during construction.
3. The submitted plans still show three culverts at the same elevation. As we have discussed previously, you should design the
culverts to maintain low flow.
4. We discussed purpose and need. Please read the following purpose and need statement and determine if you agree. If so,
please use it as your stated purpose and need. If not, please contact me in order to correct this. "The purpose of the project is to
accommodate anticipated increased traffic volumes associated with the expansion of the existing Greensboro Auto Auction and
the development of new outparcels."
Also, we did not discuss the alternative analysis, but you will need to elaborate on different alternatives to the proposed turn
lane, such as utilizing existing signalized or non-signalized entrances, and a no build option. Please discuss what the impacts to
the stream would be with each alternative, as well as other impacts such as costs, logistics, etc. You don't have to have this
completed prior to submitting the application, but we will need this in order to issue a permit.

This project tapes an existing site that was no longer viable and turns it into a site that
will provide employment and educational opportunities along with the expansion of the
existing Greensboro Auto Auction Site. This development will increase the property tax
base for Greensboro and Guilford County.
Thepurpose of the southern portion of the tract is to provide additional parking for our
customers, employees and inventory. Currently, Greensboro Auto Auction is still in a
growth stage. During the past two years, we have contracted with two new major
companies that have resulted in the need for expansion. Growth has resulted in additional
employees and volume of cars being shred between auctions. Parking has become an
issue and there are times we have had to lease parking to handle the demand. The leased
parking areas are not a permanent option with the availability of these areas not
guaranteed. We are planning on the continued growth of Greensboro Auto Auction. This
goal will require expansion of our parking to meet the requirements of our customers.

This acceptance is valid for nine months from the date of this letter and is not transferable. If we have not received a copy of the
issuers 404 Permit/401 Certification/LAMA permit within this time frame, this acceptance will expire. It is the applicant's
responsibility to send copies of the permits to NCEEP. Once NCEEP receives a copy of the permit(s) an invoice will be issued based
on the required mitigation in that permit and payment must be made prior to conducting the authorized work. The amount of the In
Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www.nceep.net.
