ENV Environmental Consulting Services Inc. April 18, 2011 Ms Sue Homewood NC DENR DWQ Winston Salem Regional Office 585 Waughtown St. Winston Salem, NC 27107 RE: Sterling Carroll Nursery Project Boone, Watauga County, NC Dear Sue: 3764 Rominger Road Banner Elk, NC 28604 Ph: 828.297-6946 Fax 828-297.1982 e-mail: john@env.ecs.com Thank you for providing some advance comments on this application, I understand the final comment letter will not be issued until the second week of May. Enclosed is the additional information you requested for the referenced project. Following is a brief description of the enclosed items: 1. A profile of the proposed 60" pipe showing slope and its position relative to the existing streambed. The pipe will be countersunk approximately one foot at the outlet and a large boulder dissipater (similar to natural channel design cross vane) will be installed at the existing stream bed elevation to stabilize the channel and prevent scour below the pipe outlet. 2. A pipe installation sequence and flow bypass plan showing how flow from the existing pipe will be pumped around the construction area while the proposed pipe is installed. There will be no additional impacts associated with this operation. 3. A map showing an approximate 5-foot wide area between the toe of the proposed fill slope and the silt fence where wetland impact will be temporary. We had originally considered this area as permanent impact so the total wetland impact shown is the same but a portion is now labeled as temporary. The construction sequence shown on the attached map calls for final stabilization of the area of temporary disturbance at the time the fill slopes are determined to be permanently stabilized and the silt fence is ready to be removed. * Page 2 April 18, 2011 4. Revised PCN page 5 of 11 showing 0.014 acres of temporary wetland impact and 0.046 acres of permanent wetland impact. The total amount of wetland impact remains unchanged at 0.06 acres. If you have any questions regarding this information or need additional information please call me at 828-297-6946, thank you. Sincerely, Jo n C.
