WBS No. 5C.073057 The North Carolina Department of Transportation (NCDOT) proposes construct SR 1558 (Faulkner Long Road) in Person County. This roadway improvement project will include grade, drain, base, pave, and erosion control for the project length of 0.80 mile. A pipe extension is necessary at the stream crossing to provide adequate shoulders and slope sections. Permanent impacts include 1Oft of surface water fill and loft of rip rap armoring around the pipe ends (5ft to the inlet and 5ft to the outlet). Additionally the old sandbag headwall on the outlet end will be removed and replaced with rip rap armoring underlined with filter fabric. Temporary stream impacts of 65 LF for dewatering will be used in order to maintain a dry work area during the pipe work. The dewatering limits were selected based on the stream's topography and the best fit location to facilitate dewatering. Please note that this crossing is mapped as hydric (Cw) and wetlands do exist fringing the stream off of the ROW to the inlet side of the roadway. However the stream bank excavation for placement of joints onto the two overflow pipes would total an area of less than 150 SF and will be within higher banks with brighter soils than the wetter areas upstream of the Site 1. This project is within the Roanoke River Basin, so no protected riparian buffer rules apply. Application is hereby made for NCDENR-DWQ Section 401 Water Quality Certification (WQC) No. 3820. A pre-construction notification, construction plan sketch, project mapping, and photographs are attached with this request.
