REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Ms. Mohler:
The Highland Pointe at Summer Grove project is under notification thresholds for General Water
Quality Certification 3821, specifically the impacts total 0.035 acre of wetlands and 10 linear feet of
non-buffered stream. However, this stormwater information has been submitted to meet the
requirements of the General Water Quality Certification and the Protocol for 401 SMP Approval and
Implementation.
On March 14, 2011, the Division of Water Quality (DWQ) received a stormwater management plan
(dated March 14, 2011) for the Highland Pointe at Summer Grove project in Cumberland County.
The DWQ received additional stormwater information (dated April 19, 2011) on April 19, 2011.
The DWQ has determined that the stormwater management plan was incomplete as discussed below.
Additional Information Requested:
1. On the pond cross-sections shown on sheets C-5.10 and C-5.11, please provide the following
information:
a. A scaled depiction of the outlet structures.
b. A detail of the outlet barrel, including details for anti-seep protection.
c. A depiction of the maximum stage, showing that at least one foot of freeboard above
the maximum stage has been provided. Please also include supporting calculations.
2. Please provide a more detailed construction sequence.
3. Please change the notes on sheets C-3.3 and C-3.4 to indicate that the vegetated shelf will be
planted rather than seeded.

4. Wet detention pond #2 does not meet the BMP Manual requirement that the permanent pool
elevation must be within six inches of the SHWT elevation. The soils report states that the
level of the SHWT is 20" below the ground surface, which is shown to vary between 161 and
164 in the footprint of Pond #2. The permanent pool elevation for this pond is 156. The
pond will need to be redesigned to meet this requirement.
The DWQ will require the above additional information to finalize review of the stormwater
management plan for the subject property. Please provide this information within 30 calendar days.
