Dear Ms. Hair:
The North Carolina Department of Transportation (NCDOT) proposes to widen SR 1100
(Pinebluff Road) in Cabarrus County by two feet in each travel lane in order to address
safety concerns that exist with the current 16-foot wide roadway. In order to construct
this project, and establish the required road shoulder with a stable shoulder slope, impacts
to waters of the United States cannot be avoided. The NCDOT proposes to replace an
existing 24-inch by 24-foot long reinforced concrete pipes (RCP) located on SR 1100 on
an unnamed tributary to Rocky River with a single line of 30-inch by 30-feet of
corrugated metal pipe (CMP).
Rocky River is classified as a Class C water and is located in the Yadkin River Basin,
Hydrologic Unit 03040105. The total length of permanent stream impacts for this project
is 10 linear feet.
The NCDOT anticipates that this project will be authorized under a Section 404
Nationwide Permit No. 14 and we are requesting authorization from the North Carolina
Division of Water Quality to utilize the corresponding 401 Water Quality Certification
GC3820 based upon the enclosed information.

SR 1100 (Pinebluff Road) is a paved secondary road in Cabarrus County . The general land use in the area of the
project is mix of agricultural and residential.

There is 40 linear feet of stream associated with this project.
3d. Explain the purpose of the proposed project:
To improve the safety of the existing roadway, NCDOT proposes to add 2-feet of paved shoulders to both sides of the
existing 16-foot paved road and overlay with asphalt. The existing 24-foot by 24-inch CMP would need to be replaced
with a new 30-foot long by 30-inch corrugated metal pipe. The total project length is 1.2 miles.
3e. Describe the overall project in detail, including the type of equipment to be used:
Shoulders will be constructed along both sides of the existing road with appropriate erosion control measures installed.
Pinebluff Road will be widen from 16-feet to 20-feet. The stream crossing will be dewatered during the project. The
equipment that will be required to construct this project will include: dewatering pump, trackhoe, dumptrucks, vibratory
roller, motor grader and paving equipment.

NCDOT has limited the amount of pipe required to that which is required to construct a safe road shoulder and establish a
stable shoulder slope. The work area will be dewatered as needed throughout the construction process in an effort to
minimize sediment loss.
