Subject: Secondary Road Improvements to SR 2143 (Avery Parker Road)

Dear Ms. Hair:
The North Carolina Department of Transportation (NCDOT) proposes to upgrade SR
2143 (Avery Parker Road) in Union County from an unpaved roadway to a paved
roadway. The total project length is 0.775 of a mile.
Transportation and highway laws of North Carolina (G.S. 136-44.6, 136-44.7, 136-
44.7A, 136-44.8 and 136-44.9) require the NCDOT to develop annual work programs for
construction and maintenance of secondary roads. These general statutes specifically set
forth requirements for annual construction and paving of existing unpaved roads. Paving
of these roads is performed in priority order as established by the NCDOT for each
unpaved road within a given county. This number is based on characteristics of each
road, including number of homes, schools, churches, businesses, industries, recreational
facilities, traffic counts, presence of school bus routes, and value as a thoroughfare.
Avery Parker Road is scheduled for paving in the 2010-2011 Secondary Roads
Construction Program.
This project cannot be constructed without impacts to waters of the United States. The
NCDOT proposes to temporarily impact a linear wetland by relocating it just outside of
the actual roadway portion of the project and there is one cross pipe that will need to be
upgraded on an unnamed tributary to Beaver Dam Creek, a Class IV 303(d) listed water
located in the Yadkin River Basin, Hydrologic Unit 03040105. The total length of
permanent stream impacts for this project is 24 linear feet.
The NCDOT anticipates that this project will be authorized under a Section 404
Nationwide Permit No. 14 and we are requesting authorization from the North Carolina
Division of Water Quality to utilize the corresponding 401 Water Quality Certification
GC3820 based upon the enclosed information.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
SR 2143 (Avery Parker Road) is an unpaved secondary road in Union County. The general land use in the area of the
project is a mix of commercial, residential and agricultural. There is a storage facility and subdivision located adjacent to
the project and single family residences located within the project area. The stream crossing associated with this project
is an unnamed tributary to Beaverdam Creek.
3b. List the total estimated acreage of all existing wetlands on the property:
0.01. There is a linear wetland located in our existing roadside ditch that is approximately 1.5 feet wide by 440 feet long
that will be relocated closer to our right-of-way limits to allow for appropriate road shoulders to be constructed.
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property:
This is a linear tansportation crossing and the stream length that NCDOT will be working in will be 70 linear feet or less.
3d. Explain the purpose of the proposed project:
To improve the safety and service level of SR 2143 (Avery Parker Road) by widening the existing 28 foot gravel base
road to 36 feet, of which, a 19 foot wide section will be paved. There is an existing 36 foot long by 60 inch corrugated
metal pipe (CMP) that will need to be replaced with a new 60 foot long by 117 inch by 79 inch corrugated metal pipe
arched (CMPA) to allow for road shoulders and stable shoulder slopes to be constructed.
3e. Describe the overall project in detail, including the type of equipment to be used:
The work area will be cleared and grubbed and appropriate erosion control measures will be installed. The previously
referenced linear wetland (1.5 foot wide by 440 foot long) will be relocated just outside of the proposed project area at the
base of the new road shoulder. The wetland area is located between STA 11+00 and STA 15+40 and will be
reconstruced according to the detail that is attached to this PCN. The UT to Beaverdam Creek will be dewatered during
pipe replacement activities. The equipment that is required is limited to: dewatering pump, trackhoe, dumptrucks,
vibratory roller, motor grader and paving equipment.

The Department has limited additional impacts by proposing to relocate the existing linear wetland and install only the
length of pipe necessary to construct the required road shoulder width and a stable shoulder slope.
The UT to Beaverdam Creek will be dewatered as needed and all appropriate BMP's for sediment and erosion control for
will be maintained throughout the life of this project.

Additional impacts will be minimized by installing and maintaining appropriate erosion control measures and assuring that
the stream is being dewatered while the new cross pipe is being installed.
