Dear Mr. Alsmeyer:
This letter addresses the mitigation requirements specified in the R-2000 CB/D & R-2000 EA/EB
project permits that remain unfulfilled. The NCDOT previously identified the Dutchmen's
Creek (R-2000 CB/D) and New Light Creek (R-2000 EA/EB) mitigation sites as the sources of
compensatory mitigation for these two projects. However, final mitigation units available at
these sites were not sufficient to meet the mitigation requirements. Therefore, the North Carolina
Department of Transportation (NCDOT) requests approval for revisions to the above referenced
-permits-to allow_Ahe NCDOT to purchase the remaining mitigation from the Ecosystem
Enhancement Program (EEP). The remaining balance for R-2000 CB/D is 0.70 acres of riparian
wetland mitigation in Cataloging Unit (CU) 03020201 of the Neuse River Basin. The remaining

balance for R-2000 EA/EB is 5.44 acres of non-riparian wetland mitigation in CU 03020201 of
the Neuse River Basin.

A copy of this permit application and its distribution list will be posted on the NCDOT website
at http://www.ncdot.org/doh/preconstruct/pe/neu/permit.html

R-2000CB/D, I-540 (Northern Wake Expressway) from Southwest of SR 1826 (Ray
Road) to West of SR 2000 (Falls of the Neuse Road), Wake County
The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will provide the
riparian wetland restoration mitigation for the subject project. Based on the information supplied by you on March
4, 2011, the impacts are located in CU 03020201 of the Neuse River Basin in the Central Piedmont (CP) Eco-
Region, and are as follows:

amounts are revised, then this mitigation acceptance letter will no longer be valid and a new mitigation acceptance
letter will be required from EEP.
