John Armstrong Page Two 9. PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit application be processed under the Express Review Permitting Program. The project site is located at 21 Bahama Dr.., adjacent to the Lee's Cut, in Wrightsville Beach, New Hanover County. To fmd the project site: Travel east on Eastwood Road toward Wrightsville Beach. After crossing the AIWW Bridge, bear left onto Salisbury St. and after crossing Banks Channel, turn left onto N. Lumina Ave. at the stoplight. Turn left on Parmele Dr., then left on Bermuda Dr., then right on Bahama Dr. The project site will be located on the left- hand side of the street end. The lot is irregularly shaped totaling approximately 0.20 acres with roughly 19 P of shoreline. According to the application, the lot averages 0-6'above normal high water. North of the concrete boat ramp and waterward of the bulkhead is a band of regularly flooded coastal wetlands (low marsh) vegetated by Smooth Cordgrass (Spartina alterniora) and varying in width from 10 to 30 feet. There is an existing 2-slip docking facility that extends 1.1' beyond the established Wrightsville Beach pierhead line consisting of a 14' x 14' fixed platform adjacent to the existing bulkhead, aluminum gangway, and an 8' x 32' floating dock. The applicant maintains a single-family residence on the property and highground vegetation consists of lawn grasses, trees, and landscape shrubs. In the project area, the waters of Lee's Cut are classified as SB# by the NC Division of Water Quality, and they are closed for the harvest of shellfish. These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The Town of Emerald Isle Land Use Plan classifies the waters as Conservation/Resource Protection. PROPOSED PROJECT: The applicant is proposing to shorten the distance the docking facility extends into the waterbody by shifting the floating dock slightly to bring it landward of the Wrightsville Beach pierhead line. The applicant also proposes to lengthen the floating dock to the northeast by 8' bringing it to 8' x 40' and to add a 12' x 13' boatlift to the northeast end of the floating dock. As proposed, the docking facility would provide three formalized slips. According to the application, the slips, including boat lifts, would be located in an area where water depth ranges from -5.0' to -6.0', relative to NLW. 10. ANTICIPATED IMPACTS: As proposed, the development would incorporate an additional 220 sq. ft. of public trust area, including an additional shading of 64 sq. ft. of estuarine waters by the floating dock addition. The applicant has approximately 191 linear feet of shoreline, allowing approximately 1528 sq. ft. of platform area. As proposed, the docking facility would constitute approximately 516 sq. ft. of platform area. As proposed, the planned development would be located within the applicant's area of riparian access, within 1/4 of the width of the waterbody, and would not exceed the Town pierhead line.
