Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is located south of downtown Brevard on Highway 276 and sits within the floodplain. Hap Simpson Park is used as a river access and includes two parking lots with approximately 34 parking spaces. There are currently a few trash recepticals, concrete walking paths and a set of wooden steps for a canoe launch. The property across the river to the west falls within the floodplain and is agricultural use. Upland land uses include mixed commerical, residential and forest. The east side of the site is bordered by Highway 276 and single family residential properties. The river flows south along the western edge of the property. The river banks have eroded in places, creating near-vertical slopes and undercutting. A small tributary enters the river at the downstream end of the park after passing through a culvert under Highway 276. The headwaters of this tributary are in a wooded area within a residential neighborhood. Vegetation along the banks includes several widely spaced hardwood trees, but the near bank region is dominated by invasive species such as privet and honeysuckle. The existing canoe launch is unstable due to ongoing erosion and settlement. Photographs of the site are attached. 3b. List the total estimated acreage of all existing wetlands on the property: 0 3c. Explain the purpose of the proposed project: The purpose of the project is to stabilize the eroding bank to reduce fine sediment input, improve the natural riparian functions, provide a safe recreational river access, and enhance the park aesthetics. 3e. Describe the overall project in detail, including the type of equipment to be used: The project will involve clearing invasive vegetation, re-grading the left bank, constructing a new canoe launch for river access. A handicap accessible fishing pier may also be constructed if funding allows. The river bank will be stabilized with a riparian seed mix, erosion control matting, live stakes and bare root trees and shrubs. A boulder vane will be constructed downstream from the proposed river access to slow river flow and improve safety and to promote bank stabilization goals. Signage is proposed up river from the access to alert boaters of the access. Construction equipment will likely include track mounted excavators, dump trucks and hand tools. Some equipment access to the river bottom will be required to construct the launch and boulder vane. The contractor will be required to follow an approved erosion and sediment control plan.
