They may not. A lot depends upon what the applicant proposes. We provided this comment so that you can check to see. If you do end up needing to install dissipation pads we generally assess impacts as follows: If the pads are designed and built so that the top of the rip rap is level with the existing stream bed, then we consider it as a permanent impact, but generally don't require compensatory mitigation. If we do require mitigation, the ratio would be half of what we established during the site inspection. For example, if we decided the stream required 2:1 mitigation, then for the length impacted for a dissipation pad, the ratio would be 1:1. Please call if you have questions. Thanks.
