Thanks for trying to get back to me via phone. For this project, the amount of mulch Mr. Matthews was proposing was excessive. For the newly planted veg he was proposing, he could put a mulch ring around that, but applying mulch throughout the buffer as he was proposing is a prohibited activity. It's benign on this project, but if we approve his we have to approve everyone's, so it becomes less benign. For the trees, we just wanted to make sure he wasn't proposing to remove the bigger trees in the buffer. He wasn't clear in the application. He probably was clear in the pre-meeting with you, but having it in writing covers us. All I ask is to please make sure for every buffer project that you issue, that the use is something we can permit under the table of uses. It is pretty much a benign project. He is removing a maintained "grass" buffer and replacing with a mulched buffer. The thickness of mulch is to prevent grass from coming up back through. The "trees" removed are less than 3". Ian showed me your letter. If there is something I am missing, let me know. I returned your call earlier, but never got around to following up.
