The following is the most critical of all the information that you must provide. The quality and detail of the information will often determine the expeditiousness of the review. The following is a checklist of the types of pertinent information required at a minimum: Maps and Plans: ® The most recent version of the 1:24,000 USGS Topographic Map - Please cleanly draw or delineate the site boundaries on the topographic map. ® The most recent version of the bound and published County NRCS Soil Survey Map - (required for projects within the Neuse River Basin, Tar-Pamlico River Basin, Randleman Lake Watershed and the Catawba River Basin, also recommended for all projects) - Please clearly delineate the site boundaries, etc. on the map. If the delineation obscures any of the features, it is recommended that a clean copy be provided. Copies of the Version 1.4 January 9, 2009 current soil survey and/or soil survey map sheets can be obtained from the local NRCS County Office (http://www.nc.nres.usda.gov/). GIS soil layers are not acceptable. ® Vicinity map - Please clearly mark the location and approximate boundaries of the property and project on the map. Please indicate north arrow and scale. Please include applicable road names or State Road numbers. ® The Site Plan - The most critical map to be provided is the site plan. You must provide full sized plans. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Based upon site constraints, the only potential option for using a swale to get stormwater from the N corner of the site to the S would be to parallel as close as possible the NE and SE property boundaries. This swale would range in depths from 4 ft to 6 ft. Using a 3:1 swale and a 4' base width, this would result in a top of bank to top of bank width of between 28 ft and 40 ft. In review of the site plan, one can see that a corridor with this width cannot be accomodated. Further, an open swale on the SE property line would result in an open cut through, and permanent impact to, jurisdictional wetlands.Site plan layout and design decisions were driven by the following: Toyota and the City of Jacksonville have minimum parking requirements that must be met for site plan approval. In total, 551 spaces are required (see attached parking criteria); 556 have been provided. Therefore a reduction in parking spaces is not possible. After meeting the parking requirements, the site plan was modified to avoid any permanent impacts to the wetlands. In addition, this site is adjacent to a planned collector street required to be installed as part of this project (NE propert boundary). The city of Jacksonville does not allow for the construction of swales along collector streets (see attached details). Placing a swale behind a curb and gutter road section defeats the purpose of the City required curb and gutter road section making this option implausible. Also there are both public safety concerns with a deep Swale adjacent to a sidewalk as well as public nuisance concerns based upon potential standing water in the swales being a breeding ground for mosquitoes. Lastly, based upon the poorly infiltrating soils and high seasonal high water tables on the site, constructed wetlands are the only effective stormwater BMP. Constructed wetlands have a larger footprint than typical of a wet detention pond which further used up available land. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. A sediment and erosion control plan will be developed before construction begins and will remain in place throughout the construction and stabilization of the dealership. Impact to the wetlands will be temporary impacts for the installation of stormwater drainage pipes. Existing grades will be reestablished using existing soils. Disturbed area will be stabilized with shrub/scrub wetland species. Onsite wetlands will also be constructed for stormwater management. 2. For example, allocation for most Tier 1 projects can be granted by staff; Tier 2 projects follow the development approval process; and Tier 3 projects require a reservation fee and sketch plan approved by Council. The four categories by which allocation may be reserved are Single-Family Residential, Multi-Family Residential, Commercial, and Discretionary. Projects, such as Stevenson Toyota Dealership, in the Commercial Category are eligible for two phases of development with a maximum allocation of 15,000 gpd per phase. Please note that this decision does not assure that the payment will be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be approved. You must also comply with all other state, federal or local government permits, regulations or authorizations associated with the proposed activity including SL 2009-337: An Act to Promote Corritj nsatory Mitigation by Private Mitigation Banks, This acceptance is valid for nine ninths from the date of this letter and is not transferable. If we have not received a copy of the issued 404 Permit/401 Certification/CAMA permit within this time frame, this acceptance will expire.
