Dear Sirs:
A permit modification request was submitted on January 24, 2011 for the GUC Raw
Water Intake project (Section 404 Permit # 2009-00541 and Section 401 Water Quality
Certification #09-0266). Based on further engineering evaluation since the January 24,
2011 submittal, the stabilization plan for the riverbank has changed. Instead of placing
3-foot diameter boulders from elevation -6 MSL to approximately elevation 2 MSL
(OHW), as previously proposed, installation of an open cell articulating mat from eleva-
tion -10 MSL to approximately elevation 10 MSL (top of bank) is proposed. This design
change will result in better stabilization of the riverbank, and quicker installation time of
in-river work. The benefits of this method include the following:
• continuous stabilized section of riverbank that will protect the newly installed
raw water intakes;
• placement of topsoil on the open cell to grow native vegetation along the river-
bank;
• less riverbed disturbance during installation compared to the placement of 3-
foot diameter boulders; and
• quicker installation resulting in less in-river work time.
This stabilization measure will require 130 linear feet (0.08 acres) of permanent im-
pacts to the Tar River. The area of impact is within the boundaries of the current permit.
Permanent buffer impacts are not proposed for this project. Access will be provided
within an existing access road shown on the attached graphic. Appropriate erosion and
sediment control measures, as shown on the attached graphic, will be implemented to
prevent sediment from leaving the stabilization area and entering the Tar River.
We are requesting a modification to the existing permits (Section 404 Permit # 2009-
00541 and Section 401 Water Quality Certification #09-0266) for the proposed bank
stabilization activities which will take place outside of the in-river construction morato-
