Norwood St Arlington, VA 22207 DWQ #: EXP 11-0180 Wake County Project Name: Generations H Commercial Center REQUEST FOR MORE INFORMATION Dear Ms. Zalkind: On March 25, 2011, the Express Review Program of the Division of Water Quality (DWQ) received your application dated March 25, 2011 from Ms. Debbie Edwards, of Soil & Environmental Consultants, PA, along with supporting information for the proposed commercial development project in Wake County. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project and prevent return of your application as required by 15A NCAC 211.0506: Additional Information Requested 1) Culvert Outlet Dissipater Pad: Please select the design option that gives the minimum stream impact while meeting the Division of Land Quality's soil and erosion control requirements, and provide supporting calculations. 2) Wet Detention Ponds: Please revise and submit the following: a. The storage volume provided for the design water quality volume appears inadequate for each pond. Please use the Simple Method as outlined in the BMP Manual. Based on the percent imperviousness, the minimum design storage volumes are 18,676 ft3 and 43,674 ft3 for the West and East Ponds respectively; b. State-storage table for each pond beginning from the top of sediment to at least the temporary pool elevation. The table should be separated into three parts: Forebay, Main Pond and Combined (or Total); c. All applicable Sections of the Wet Detention Supplement must be completed, including the storage volumes and drawdown driving head; d. Provide buoyancy calculations for the outlet structures; e. Provide a cross-section showing how the 6-inch PVC pipes will be installed. This must include any pipe anchoring within the pond, cleanout mechanism, a submerged T-type orifice configuration (See Fig 10-4 of BMP Manual). f. Seasonal High Water Table (SHWT) Elevation: This office recommends that a geotechnical engineer shall evaluate the in-situ soil conditions and evaluate the potential for infiltration losses and need for a liner. If tests confirm the need for a liner, please ensure that a 12-inch clay liner (or other synthetic liner) with additional 12-inch layer of compacted soil above it is provided. Please provide this note in bold text on the plans. 3) Level Spreader (LS): West LS should be re-aligned to follow the downstream contour. 4) Planting Plan: None of the nurseries listed in your wet pond planting plan are local nurseries. Local nurseries are the best option in acquiring plants that will be successful. From BMP Manual: Plant material should be purchased from a similar provenance or local source to ensure survivability (p. 6- 4).
