William Herrold Page Two PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit application be processed under the Express Review Permitting Program. The project site is located at 6612 Marsh Cove Rd., adjacent to the Bogue Sound, in Emerald Isle, Carteret County. From Wilmington, travel north on US Hwy. 17 toward the City of Jacksonville. As you approach Jacksonville, bear right and merge onto Hwy. 17 north By-Pass. Take a right and merge onto NC Hwy. 24 east toward Swansboro. At the intersection of Hwy. 52 and Hwy. 58 in Cedar Point/Cape Carteret, turn right traveling south on Hwy. 58. Follow Hwy. 58 over the bridge to Emerald Isle and thence east through the business district. Turn left into Marsh Cove subdivision, then left at the T-intersection and the project site will be located on the right- hand side of the road, approximately 100-yds down the street. The lot is approximately 1.02 acres with roughly 185' of shoreline. According to the application, the lot averages 04'above mean high water. Waterward of the Highground is a band of irregularly flooded coastal wetlands (high marsh) vegetated by Saltmeadow Cordgrass (Spartina patens), Spike Grass (Distichlis spicata), and Black Needlerush (Juncus roemerianus) varying in width from 100 to 200 feet including pockets of high ground. Waterward, the high marsh grades into a regularly flooded marsh (low marsh) vegetated by Smooth Cordgrass (Spartina alterniora) varying in width from 100 to 300 feet with pockets of Black Needlerush. There is an existing pier 5' x 512' that spans from high ground to the waterward edge of marsh where it terminates in a 20' x 16.5' T-head with floating Jet Ski lift. The applicant maintains a single-family residence on the property and highground vegetation consists of lawn grasses, trees, and landscape shrubs. In the project area, the waters of Bogue Sound are classified as SA-ORW by the NC Division of Water Quality, and they are open for the harvest of shellfish. These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The Town of Emerald Isle Land Use Plan classifies the waters as Conservation/Resource Protection. PROPOSED PROJECT: The applicant is proposing to extend the 5' wide fixed access pier 140 feet beyond the existing T-head and narrowing down to 4' for the last 18 feet. The waterward end would have two finger platforms (5' x 12' and 10' x 15') extending to the east and separated by a 8' x 13' boatlift. The end of the 10' x 15' platform would have a single pole 8' x 13' boatlift. As proposed, the docking facility would provide two formalized slips. According to the application, the slips, including boat lifts, would be located in an area where water depths range between -1.8' and -2.0', relative to NLW. 10. ANTICIPATED IlVIPACTS: As proposed, the development would incorporate and additional approximately 1240 sq. ft. of public trust. The applicant has approximately 185 linear feet of shoreline, allowing approximately 1480 sq. ft. of platform area. As proposed, the docking facility would constitute approximately 457 sq. ft. of platform area. As proposed, the planned development would be located within the applicant's area of riparian access and within 1/4 of the width of the waterbody.
