No (F) Water Classification: SA-HQW Open: No 8. PROJECT SUMMARY: The applicant is proposing to construct a public waterfront access site in the Town of Swansboro. Proposed is a pier with three attached platforms. Three slips are proposed in conjunction with this facility. Upland development would consist of the addition of a side walk. 9. NARRATIVE DESCRIPTION: The Town of Swansboro project is located on the southeastern side of Swansboro on the White Oak River in Onslow County. The project site is found by traveling on Hwy. 24. Turn west onto Front Street and travel approximately 0.1 miles and turn left onto Moore Street. The project site is found at the waterward terminus of Moore Street. The subject project would take place on two separate properties totaling 0.23-acres with an average elevation of approximately +4.5' NHW. The project parcels have little vegetation and are both developed. A restaurant occupies one property and the other is the Moore Street right-of-way. Presently, the shoreline is stabilized with rip-rap above NHW edge of the shoreline at the Moore Street right-of-way and bulkhead under the existing restaurant. The width of the White Oak River at this point is approximately 755' and the subject properties possess a shoreline of 85' in total length. A private pier is located to the west of the proposed structure, at a distance of 19'. There are currently no piers located to the east of the project area before the Swansboro Bridge. The existing water depth in the areas of the proposed slips ranges from -2.5' to 14' NLW, connecting to -16' in the adjacent channel. The bottom substrate consists of fine sand. The White Oak River channel runs very near the terminus of the proposed pier and the Swansboro Federal Basin setback line would be offshore of the proposed facility. The Division of Water Quality classifies this area of the White Oak River as SA-HQW waters. This area is not a Primary Nursery Area. The Swansboro LUP Classification for this project is Commercial. This portion of the White Oak River is closed to harvesting of shellfish. 10. PROJECT DESCRIPTION: The applicant is proposing to construct a 106' X 6' public dock to accommodate 4-slips. The most landward slip would be located in approximately -2.5' NLW. The most inshore slip would be located approximately 30' offshore of the waterward edge of the existing rip-rap. The offshore slip would be located 55' landward of the Federal Basin Setback. The proposed pier includes a fixed L-Platform measuring 60' x 7' and two additional floating platforms measuring 20' x 6.5' and one measuring 60' x 5.5'. The project is within the western property owner's riparian corridor. The applicant also has a 15' Riparian Setback waiver signed for the west side of the property. The facility would be for vessels of various sizes, but an average size for this project would be 19'. The walkway of the proposed docking facility will cross approximately 8' of Spartina alterniflora and Distichlis spicata. The pier would utilize town parking located on Moore Street. On the hghground, a proposed 20' x 6' concrete sidewalk would lead from the parking area to the access ramp for the pier. The sidewalk would be located within the 30' Buffer. Existing impervious area of the properties is 84% post development would be 86%. Highground grading would be 1,376 ft' (0.0316 acres). 11. ANTICIPATED IMPACTS: The proposed public dock and platforms would result in 2,884 ftz of open water being incorporated and 1,537 ftz of new shading impacts. The proposed dock also crosses approximately 8' of low marsh, causing approximately 48 ftz of coastal wetland shading impacts. The project site consists of approximately 85' of shoreline. The proposed facility i r utilizes 880 ft2 of platform area. The docking facility would provide mooring for 4 vessels. One of the proposed slips would be located in approximately -2.5' NLW which could be conducive to the kicking of shallow bottom. The remaining three slips are proposed in areas with greater than -3' NLW. There would also be a loss of public trust waters in the area incorporated by the structure. An increase in turbidity will occur while setting pilings. The terminus of the pier appears to encroach into the deep water of the White Oak River Channel. It extends further into the channel than the adjacent residential pier and about the same distance into the deep water channel as a public pier to the west. The waters surrounding the structure are closed to shellfish harvesting. No coastal marsh would be filled or excavated during this project, with the exception of the pilings for the pier located within the wetland fringe. Project shall provide residents and visitors of Swansboro daily access to the historic down town area by means of the White Oak River, the Atlantic Intracoastal Waterway (AIWW) and Atlantic Ocean beyond. This new facility will consist of 955 sf of elevated fixed timber access pier, of which 420sf will be platform, and 460 sf of floating day docks. The remaining shoreline will remain in its present natural maintained vegetative state. c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type of equipment and where it is to be stored. Construction will be comprised of an elevated treated timber access pier supported by driven timber piles. The pier will provide access to timber floating docks along the north and eastern sides of the access peir. d. List all development activities you propose. Driving of new timber piles and guide piles. Removal of existing timber piles along the Northern side of Front Moore St. and new access ramp onto acces pier. MOREHEAD CITY BOATING ACCESS AREA SITE IMPROVEMENTS MOREHEAD CITY, NC Background The Town of Swansboro Moore St Boating Access Area is located at the terminus of Moore St within Historic Downtown Swansboro, and provides residents and visitors access to the White Oak River, the Atlantic Intracoastal Waterway (AIWW) and Atlantic Ocean beyond. This new facility will consist of xxx sf of elevated fixed timber pier and xx sf of floating day docks. The remaining shoreline will remain in its natural maintained vegetative state. The site fronts two tracts of land, with the Moore St Right of Way being owned by the Town of Swansboro and the lot at 9 Front St owned by Moore Coastal Investments LLC. Adjacent property to the west, map # 1407-6 is owned by H J and Catherine Webb, while the site is bordered to the east, map #1407-4 is owned by Mr. Scott and Tricia Hadley. The historic downtown river front of the Town of Swansboro experiences high volumes of visitors, which has minimal public boating access including day docks. Stormwater Management This project lies within the White Oak River Basin, and drains to White Oak River/AIWW which has a stream classification of "SA; HQW". Currently, the majority of the site sheet flows to a maintained vegetated area along the waterfront, while the remainder flows directly into the waterway via natural contours. These portions of the site will remain and thus continue to drain in the same manner. Erosion & Sedimentation Control All disturbed areas within the maintained vegetated area will be stabilized by seeding and mulching upon completion of any phase of construction activities. Sediment fence will be used as indicated on the plans to prevent sediment pollution from leaving the site and entering the adjacent waterway.
