The purpose of this letter is to confirm that the process to donate a conservation easement
to the State of North Carolina on property in the Cedar Ridge Subdivision has been initiated.
The conservation easement will apply to the property as indicated on the map titled "New
Conservation Easement for the State of North Carolina in Cedar Ridge Subdivision" dated
August 2, 2002. The Division of Water Quality, Washington Regional Office will provide
confirmation that the donation of this conservation easement will meet the buffer mitigation
requirements for this project.
It is my understanding that the State Property Office has sent an option agreement to Mr.
Will Hilliard of the East Group. The State Property Office can take no further action until the
option agreement has been returned per the instructions transmitted with the option agreement.
