DWQ ID: 040098. p•2 Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject application, and we are familiar with the habitat values of the area. Our cornments are provided in accordance with provisions of the Clean Water Act of 1977 (as amended). the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 1.6 U.S.C. 661-6674), and North Carolina General Statutes (G.S. 113-131 et seq.). The proposed project entails the excavation and removal of sediment along 1,103.04 feet of shoreline in a cove on Lake Hvco. The purpose of the proposed project is to improve waterway access to the cove for access to boat docks and to place rip rap along the shoreline after dredging is completed. We have no objections to the applicant removing sediment from Lake Hyco to improve waterway access provided the following conditions are met. 1. Dredging will not occur between 15 March and 15 JON. Reservoir fish species spawn in spring, and young fish occupy near shore habitats in early summer. Prohibiting dredging during this time period will minimize impacts to the reservoir fish population. 2. All sediment removed is deposited upland on the applicant's property or is hauled off property and disposed of at an approved facility. We do not concur with the placement of rip rap along the 1,103.04 feet of shoreline. Native vegetation protects water quality by filtering nutrients, sediments, and other pollutants and improves fisheries habitat by providing shade and cover fat fish- Local landscape or engineering companies may be able to provide technical assistance in using native vegetation for shoreline stabilization.
