Dear Ms. Jones:
On behalf of the NC DWQ 401/Wetlands Permitting Unit, we respectfully request that you consider
the following comments within your review of the 404 Individual Permit request for the above
referenced property:
1. The application should provide a more detailed analysis of avoidance and minimization for each
golf course hole/impact site is required to determine that the re- design of the golf course is a
design option that provides the maximum protection to jurisdictional streams and protects
downstream water quality.
2. A detailed mitigation plan is necessary which addresses the following:
a. Documentation that the proposed preservation portion of the mitigation plan provides for
additional protective measures to the streams beyond the current conservation easement.
b. A complete detailed restoration plan for all relocated streams.
c. A complete detailed restoration plan for the Gladys Creek Mitigation Site.
3. Full sized detailed plan sheets for the re-designed golf course and all mitigation and restoration
areas will be necessary for the Division to complete our review.
4. The Division will require the applicant to provide detailed plan sheets showing new drainage
areas/layouts and stormwater BMPs for the re-designed golf course.
